Receive, accept and discuss report by Jail Administrator Tim Kimrey and/or those persons designated by him, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority. Discussion and possible action to ratify employee raises instituted by the Jail Administrator and within the scope of his authority on January 9, 2026, which became effective January 21, 2026, to render moot the legal issues raised by Neal Center for Justice, Inc. vs. Holman, amended as Neal v. Holman, Oklahoma County Case No. CV-2026-837 and in exchange for the Plaintiff’s agreement of dismissal of the action. Requested by Trustee Derrick Scobey.
- 11. Discussion and possible action to approve Resolution No. 2026-1779 approving settlement of the Estate of Lane v. Oklahoma County Criminal Justice Authority, CIV-2023-005-D and authorizing legal counsel to enter a stipulated Judgment. Requested by Aaron Etherington, Chief Legal Counsel.
- 12. Discussion and possible action to accept the notice of termination of the Memorandum of Understanding between the Oklahoma County Criminal Justice Authority and the Oklahoma County Sheriff. Requested by Chairman Jim Holman.

Discussion and possible action to receive information and position of community stakeholders to the possibility of the Oklahoma County Criminal Justice Authority voluntarily assuming greater responsibilities for inmate transportation than currently exist under the Trust Indenture. - 12. Discussion and possible action to accept the notice of termination of the Memorandum of Understanding between the Oklahoma County Criminal Justice Authority and the Oklahoma County Sheriff. Requested by Chairman Jim Holman.
- 16. Discussion and possible action regarding amending the Trust Indenture. The amendment should include, but may not be limited to, the removal of Article IV, (7)(d) and any other referenced prohibitions for the Criminal Justice Authority related to the provision of detainee courthouse transportation. The final document should ensure that the CJA is not restricted by the trust indenture to perform all detainee transportation, including detainee courthouse transportation. - 17. Discussion and possible action regarding the acceptance, modification, and/or the amendment of the attached Memorandum of Understanding between the Board of County Commissioners, the Oklahoma County Sheriff’s Office, and the Oklahoma County Criminal Justice Authority for the provision of operating the court holding facility on the 11th floor of the courthouse. This MOU is set for an amount of $340,261.89, which is the exact expense related to salaries, FICA, retirement, and health benefits for the four (4) personnel assigned to perform these duties. This MOU will take effect on July 1, 2026 and will end on June 30, 2027. Unless otherwise terminated or suspended in writing in accordance with Article IV hereof, this Agreement will automatically renew on July 1st of each option year with updated contract pricing that reflects any cost of living adjustments and/or expense increases/decreases. - 18. Discussion and possible action regarding acceptance and ratification of the Oklahoma County Sheriff's transition plan for detainee transportation to and from the courthouse from the detention center. The Sheriff has agreed to continue providing 3 deputies to work alongside 3 detention employees for the purpose of detainee transportation for the duration of this fiscal year. This will allow an extended period of time for detention staff to receive on the job training for the services it will take over. This offer has been extended to cover the period of May 11, 2026 until fiscal year end, June 30, 2026. Effective July 1, 2026, the OCDC will assume full responsibility for the transportation of detainees to and from the courthouse. - 19. Discussion and possible action to accept a transfer and donation of four (4) vans from the Sheriff’s Office for purposes to include, but not be limited to, detainee courthouse transportation. The four (4) vans are 2017 Ford Transit 250’s with the following 4 VIN numbers: 1FTYR2CM6HKA25570, 1FTYR2CMXHKA25569, 1FTYR2CM3HKA31049, and 1FTYR2CMXHKA31050. The transfer will happen with an effective date of July 1, 2026 and the appropriate paperwork will be put on a Board of County Commissioners meeting by the Sheriff’s Office to facilitate this transfer.
