- 1. Discussion and possible action to approve meeting minutes of June 8, 2026.

Receive, accept and discuss report by Jail Administrator Tim Kimrey and/or those persons designated by him, regarding operation of and improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, the housing of juveniles, medical procedures and matters, budgetary and financial matters, plans for improvement of operation of the Oklahoma County Detention Center, and regarding enhanced use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority. - 4. Discussion and possible action to approve invoices and claims list for July 13, 2026. List available for inspection in the office of the Oklahoma County Criminal Justice Authority Secretary, Room 201, Oklahoma County Office Building. Requested by Tim Kimrey, Jail Administrator.
- 5. Discussion and possible action to approve cash fund appropriation for Oklahoma County Criminal Justice Authority Fund 9950 in the amount not to exceed $354,140.97 to appropriate miscellaneous receipts for the month of June 2026. Requested by Stevi Hampton, Chief Financial Officer.
- 6. Discussion and possible action to approve carry-over appropriations for Oklahoma County Criminal Justice Authority Fund 9950 in the amount not to exceed $40,000 to carry funds forward from fiscal year 2025-2026 to the current fiscal year 2026-2027. Requested by Stevi Hampton, Chief Financial Officer.
- 7. Discussion and possible action to receive a presentation and audit report from Hinkle & Company, PC regarding the annual financial audit of the Oklahoma County Criminal Justice Authority for the fiscal year ending 2025. Presented by Kirk Vanderslice, CPA.

Discussion and possible action to approve municipal Jail Services Agreements between the Oklahoma County Criminal Justice Authority and the City of Oklahoma City, the City of Nichols Hills, the City of Harrah, the City of Bethany, the City of Warr Acres, the City of Nicoma Park, and the Town of Luther. Requested by Tim Kimrey, Jail Administrator.
- 9. Discussion and possible action to approve contract for services with Benchmark Government Solutions to provide commissary services for the benefit of inmates of the Detention Center. Requested by Tim Kimrey, Jail Administrator.

Discussion and possible action to approve a Memorandum of Understanding between the Oklahoma County Criminal Justice Authority and the Diversion Hub, Inc. for the development and implementation of a program of education, rehabilitation, and re-entry services for inmates of the Detention Center. Requested by Tim Kimrey, Jail Administrator.
- 11. Discussion and possible action to approve radio system license agreement between the Oklahoma County Criminal Justice Authority and the City of Oklahoma City to allow the Detention Center to utilize the 800 MHz Trunked Radio System owned by the City for radio communications. Requested by Tim Kimrey, Jail Administrator.
- 12. Discussion and possible action to approve Pricing Addendum to agreement between the Oklahoma County Criminal Justice Authority and TransUnion Risk and Alternative Data Solutions, Inc. for the provision of TruLookup search and report access for background and investigation purposes of the Detention Center. Options to choose from are one year or three-year service terms. Requested by Tim Kimrey, Jail Administrator.

Discussion and possible action to approve Consulting Services Agreement between the Oklahoma County Criminal Justice Authority and Caitlin Bonney MD, LLC for consulting services in relation to Estate Doyle v. Oklahoma County Criminal Justice Authority, CIV-25-384-SLP. Amount of contract not to exceed $75,000. Requested by Aaron Etherington, Chief Legal Counsel.
- 14. Discussion and possible action to approve Resolution 2026-3063: approving settlement of the Billy Altstatt v. Board of County Commissioners of Oklahoma County et al, Case No. CIV-2022-811-D and authorizing legal counsel to enter a stipulated Judgment. Requested by Aaron Etherington, Chief Legal Counsel.
- 15. Discussion and possible action to approve Resolution No. 2026-3064: to add Perrin Duncan as an at-large member of the Bylaws Committee. Requested by Chairman Jim Holman.
- 16. Receive, accept and discuss reports or comments by Trust Chairman or Vice Chairman regarding operation of or improvements for the Oklahoma County Detention Center, which may include personnel recruitment initiatives, Oklahoma State Health Department matters, medical procedures and matters, budgetary and financial matters, plans for improvement of physical or procedural operation of the Oklahoma County Detention Center, and use of release of detainees through the Medical Own Recognizance Program, with possible actions as desired by the Authority. - 17. Report regarding meetings of the Oklahoma County Criminal Justice Authority Citizens Advisory Board, with discussion and possible acceptance and other actions as desired by the Authority. Requested by Tim Kimrey, Jail Administrator.
