Discussion and possible action regarding Resolution 2026-3340: Inter-fund transfer from General Fund 1001 Cash to Employee Benefits Fund 4010 Cash and appropriations in the amount not to exceed $2,000,000.00, contingent upon Budget Board approval on Thursday, August 20, 2026. This is to transfer General Fund cash and appropriate it to Employee Benefits in order to pay claims for the County for fiscal year 2026-27, as approved by the Budget Board and the Excise Board in the Oklahoma County Annual Adopted Budget in June 2026. This item is requested by the County Finance Department, Office of the County Clerk.

Discussion and possible action regarding Resolution 2025-3441: the Estimate of Needs for fiscal year 2026-27, and Financial Statements for the fiscal year ending June 30, 2026, which includes appropriations and certified levies for the City of Nichols Hills, Sinking Fund in the amount of $7,141,771.00 with a levy of 31.79 mills. This item is requested by the County Finance Department, Office of the County Clerk.

Discussion and possible action regarding Resolution 2026-3442: to receive for filing the Amended School Budget for fiscal year 2026-2027 for Western Heights Public School District No. 41, for Fund 11 (General Fund) an increase of $1,321,400 and the Building Fund an increase of $38,714.00. This item is requested by the County Finance Department, Office of the County Clerk.

Discussion and possible action to approve temporary transfers in the amounts of $6M from Treasurer’s Resale Fund (1130), $500,000.00 from Treasurer's Mortgage Fee Fund (1140), $500,000.00 from Treasurer's Unapportioned Fund (6810), $4M from Highway Cash Fund (1110), $1M from County Road & Bridge Fund (1111), $3M from Tinker Clearing 2002 Fund (2031), and $1M from County Bonds 2008 Fund (2032), for a total of $16M to the General Fund. These are cash transfers only and will not affect encumbrances. The transfers are necessary to cover payroll and weekly meeting checks and are typically repaid mid-January of the following calendar year. The temporary transfers from Highway Cash and County Road & Bridge are contingent on approval by the Oklahoma County Board of County Commissioners on 08/19/26. Temporary transfers are allowed by 68 O.S., Section 2021. Requested by Forrest “Butch” Freeman, Oklahoma County Treasurer.
