When more information is needed to act on an item, the Council may refer the matter to the City Manager or the City Attorney. The Council may also refer items to standing committees of the Council or a board, commission, or authority for additional study. Under certain circumstances, items are deferred to a specific later date or stricken from the agenda entirely."

  6. 6 AUDIENCE PARTICIPATION: Lawton citizens having an item of business to present to the City Council that does not appear on the agenda please come forward at this time. The Mayor and Council will receive comments from audience members. Council may recommend to the individual or group as to what action they should take, i.e., refer the situation to a particular department or person at the city offices. In order to participate in Audience Participation, each speaker must submit a Request to Speak Form to the City Clerk and must reside within the city limits of Lawton. Each speaker will have a 3-minute time limit, each topic will have a 9-minute time limit, and Audience Participation will be limited to 30-minutes in total. Each participant is required to adhere to the Rules of Decorum outlined in Council Policy 1-6.

  8. 1. Consider approving one damage claim (recommended for approval) and resolution authorizing payment for Devin Goodin in the amount of $754.99. 24-1867
  9. 2. Consider the following one (1) damage claim recommended for denial: Robert Camp Jr in the amount of $4,381.74. 24-1866
  10. 3. Consider adopting a resolution approving the joint petition settlement in the amount of $51,840.00 and making payment in the workers’ compensation claim of Joseph Wheeler. 24-1843
  11. 4. Consider and take action approving Change Order 2 increasing the contract by $527,851.67 and adding 90 calendar days from date of all blower material delivery to the project time for WWTP Phase I Improvements Project PU2103 as constructed by Wynn Construction, Co, for demolition of the three unserviceable blowers and installation of four new blowers at the WWTP purchased under change order #1.The Change order #2 will bring final contract amount to $85,345,473.58, and a total change order increase of 1.87% to the total contract. 24-1717

  16. 9. Consider extending contract RFPCL21-030 Inmate Technology Services; Pay Telephone, Table & Video Installation with Prodigy Solutions, Inc. for an additional year. 24-1818

  18. 11. Consider awarding a contract in the amount of $6,469,870.00 to Southwest Water Works, LLC, for the construction of Map 10 Waterline Replacement Project PU2403 to rehabilitate approximately 32,000 linear feet of 8” to 12” water lines. 24-1864

Consider approving renewal of the master services retainer agreement for professional engineering services to Chisholm Trail Consulting, LLC for the purpose of providing full engineering services for the City of Lawton and authorize the Mayor and City Clerk to execute the contract. 24-1852

Consider approving a master services retainer agreement for professional engineering services to WSB for the purpose of providing full engineering services, specifically including traffic engineering services, for the City of Lawton and authorize the Mayor and City Clerk to execute the contract. 24-1856

Consider approving a five-year lease agreement with the Lawton Boat Club, Inc. allowing for the continued establishment of a boating club with related activities upon certain lands adjacent to the waters of Lake Lawtonka with said lease agreement to expire June 30th, 2029 and direct the Chairman and City Clerk to execute the agreement. 24-1882

Hold a public hearing and consider an ordinance for a rezoning request for the property located at 3116 SW J Avenue, Lawton, OK 73505, changing the zoning classification from R-1 Single Family Dwelling District to C-4 Tourist Commercial District, and take appropriate action as deemed necessary. 24-1468

Hold a public hearing and consider a resolution amending the 2030 Land Use Plan from Residential/Low Density to Residential/High Density for the property located at 801-809 NW Pershing Dr, Lawton, OK, 73507, said amendment is related to a companion rezoning request from Deborah Bell on behalf of Win-Wal Properties LLC to allow for an assisted living home on the property; and take appropriate action as deemed necessary. 24-1861
