  2. 2 "Official action can be taken only on items which appear on the agenda. The Council may adopt, approve, ratify, deny, defer, recommend, or continue any agenda item. The Council may also propose and enact floor amendments to any matter presented before them. When more information is needed to act on an item, the Council may refer the matter to the City Manager or the City Attorney. The Council may also refer items to standing committees of the Council or a board, commission, or authority for additional study. Under certain circumstances, items are deferred to a specific later date or stricken from the agenda entirely."

  7. 7 AUDIENCE PARTICIPATION: Lawton citizens who have completed a Request to Speak Form and wish to address business not listed on the agenda may step forward at this time. To ensure compliance with the Oklahoma Open Meeting Act, the Mayor and Council will receive comments but will NOT engage in direct responses. However, they may refer matters to the appropriate department or individual for further consideration and follow-up action. To participate, speakers must submit a Request to Speak Form to the City Clerk and reside within the Lawton city limits. Each speaker is allotted 3 minutes, with a maximum of 9 minutes per topic, and Audience Participation is limited to 30 minutes total. All participants are expected to follow the Rules of Decorum as outlined in Council Policy 1-6.

  9. 5. Consider the following two (2) damage claims recommended for denial: Nevlin Hayle in the amount of $160.16, and Sharif Al Droubi in the amount of $12,312.00. 25-0201
  10. 6. Consider adopting a resolution approving the joint petition settlement in the amount of $20,500.00 and making payment in the workers’ compensation claim of Warren West. 25-0200
  11. 7. Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $9,000,000.00 to the General Fund for an anticipated future payment per the terms of the amended Redevelopment Agreement between the City of Lawton, the Lawton Economic Development Authority, the Comanche County Industrial Development Authority, and Westwin Elements, Inc. 25-0182
  12. 8. Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $196,900.00 to the Cellular Fee Fund to purchase software for the county volunteer fire and police departments. 25-0183
  13. 9. Consider extending contract (CL24-015) Electro Fusion Polyethylene Pipe Fittings with Core and Main LP of Owasso, OK. 25-0220
  14. 10. Consider approving an agreement with Paymentech, LLC and related documents for payment processing services in connection with the implementation of an online portal and automated phone line through Paymentus Corporation to provide Lawton’s utility customers the ability to pay utility bills electronically. 25-0186
  15. 11. Consider approving a site license agreement with Tyler Technologies to allow mobile licensing for all First Responder agencies within Comanche County that will enable them to use the same application Lawton Fire Department and Lawton Police Department currently uses. 25-0190
  16. 12. Consider approving the record plat located at the northeast corner of SW 52nd Street and SW Bishop Road, Lawton, OK 73505, for Krista’s Corner and take appropriate action as deemed necessary. 25-0212
  17. 13. Consider approving offsite improvement construction plans for a water line and fire hydrants to serve the future phases of Lawton Market Place, to be located at 1410 NW 82nd Street, subject to the conditions listed. 25-0213

Consider a request submitted by Design Architects Plus on behalf of Lawton Public Schools to waive the setback requirement per City Code Section 18-5-7-574 for an accessory canopy which is part of a proposed tornado shelter/gymnasium at Ridgecrest Elementary School, located at 1614 NW 47th Street. 25-0221
  19. 15. Consider approving a grant application with the Oklahoma Department of Transportation, as a joint applicant along with Comanche County for the purpose of repaving the roads in and around Robinson's Landing. 25-0211
  20. 16. Consider accepting an easement from the Commissioners of the Land Office for the construction of public drainage culverts associated with the Fisher 59 development located in the Airport Industrial Park, and authorizing the Mayor and City Clerk to execute the same. 25-0196
  21. 17. Direct staff to rescind the Request for Proposals (RFP) for executive services to identify and recruit candidates for the position of City Attorney and move forward with Strategic Government Resources “SGR”. 25-0226

Consider determining the actual costs of the dismantling and removal of dilapidated buildings and other expenses that may be necessary in conjunction with same by approving invoices for demolition of properties as required by State Statue 11-22-112.4 for properties located at 2025 NW 24th Street, 1405 SW Summit Avenue, 811 SW H Avenue. 25-0167

  27. 22. Consider accepting a $10,000.00 donation from Eisenhower High School/Lawton Public Schools to the Library as this year’s BEAK (Building Empathy And Kindness) fundraiser to be designated for literacy-related activities. 25-0197
  28. 23. Consider accepting a $40,000.00 donation to the City of Lawton Parks and Recreation Department in Support of Greer Park's KIDZONE remodel park improvement project. 25-0202
  29. 24. Receive a presentation regarding the proposed sports facility, provide direction to staff regarding the facility, consider approving the project through the design phase, and take any other action deemed necessary. 25-0222
  30. 25. Contingent upon Lawton Youth Sports Trust Authority approving the attached amended budget and second amendment to the support agreement between the authority and the City of Lawton for FYE25, consider approving the same amended budget and second amendment to the support agreement. 25-0218

As a condition of the Lawton Youth Sports Trust Authority’s [LYSA’s] agreement with Standard Engineering becoming effective, consider approving by two-thirds vote the underlying project for a sports facility and/or complex, with the specific scope of the project to be determined at a future date. 25-0227
  32. 27. Consider discussing the division of the Community Block Development Grant (CDBG) among the proposed Public Service Organizations (PSO) and discuss the ranking system to be used to grade each PSO and take action as necessary. 25-0198

Consider an ordinance pertaining to Administration by repealing and reserving Sections 2-3-4-326 and 2-3-4-327, Division 2-3-4, Article 2-3, Chapter 2, Lawton City Code, 2015, related to Boards, Trusts, Commissions, and Committees, in order to dissolve the Traffic Commission, providing for severability, and by separate vote, declare an emergency. 25-0009

Consider an ordinance pertaining to Vehicles and Traffic by creating Section 23-1-107, Article 23-1, Chapter 23, Lawton City Code, 2015 to include Emergency and Experimental Regulations, which was previously found in Chapter 2 of Lawton City Code, providing for codification, providing for severability, and by separate vote declare an emergency. 25-0015
  35. 30. Consider an ordinance pertaining to Bicycles by amending Section 23-18-1808, Article 23-18, Chapter 23, Lawton City Code, 2015, to remove a reference to the Traffic Commission, providing for severability, and establishing an effective date. 25-0014

Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the United States District Court for the Western District of Oklahoma titled Kent Jackson, as Personal Representative of the Estate of Israel Williams v. City of Lawton, et al, Case No. 5:23-cv-00284-G, and if necessary, take appropriate action in open session. 25-0204

Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the United States District Court for the Western District of Oklahoma titled Joseph Gonzalez, as the Personal Representative of the Estate of Tshante Gonzalez, Deceased v. City of Lawton, et al, Case Number CIV-24-1022-D, and if necessary, take appropriate action in open session. 25-0206

  46. 46 The City of Lawton encourages participation from all of its citizens. If participation at any public meeting is not possible due to a disability, notification to the City Clerk at (580) 581-3305 at least 48 hours prior to the scheduled meeting is encouraged to make the necessary accommodations. The City may waive the 48 hour rule if interpreters for the deaf (signing) is not the necessary accommodation."
