Consider approving an Insufficient Fire Flow Agreement waiver that would allow building permits to be issued in areas inside Lawton City Limits that may have insufficient water pressure to protect property against fires. Additionally, discuss how this waiver and lower fire ratings may affect the annexation process in the future and de-annexation in general.
