- 28 Bid Opening
- 19. Discussion and possible action regarding Bid #SHE-2180 One year (1) Non-Encumbered Contract for the purchase of Sheriff Deputy Uniforms for the Cleveland County Sheriff's Office. The bid term will be from March 1, 2026 through February 28, 2027.

- 20. Discussion and possible action regarding Bid HWY-2181 Six-Month (6) Non-Encumbered Contract to provide Asphalt Material. The bid term will be from February 11, 2026 through August 10, 2026.
- 21. Discussion and possible action regarding #CC-2178 Scanning/Conversion of paper records being Index Cards and books to Electronic Copy for the Cleveland County Court Clerk. The bid term will be one (1) year non-encumbered contract with option to renew two (2) years. The bid term will start from the award date.
- 22. Discussion and possible action regarding approval for the renewal of the CCSO Flock Agreement through InSight Public Sector, Inc. The agreement is for the Flock Group Falcon Infrastructure-Power Plus, license plate recognition camera with vehicle fingerprint plus machine learning software and real-alerts. The coverage dates are December 28, 2025 through December 27, 2026. The total annual cost is $60,000. Chairman McHughes stated that from a non-attorney perspective, there does not appear to be clear statutory authorization, and the issue falls into a gray area. However, support is being given at this time based on the District Attorney’s favorable opinion. Future support cannot be guaranteed. Legislative approval is needed because the authority is not clearly defined. While it is recognized as a strong public safety measure, it should be formally codified into law. It is recommended that the Sheriff’s Office work with the OSA or the District Attorney’s office to file a bill to ensure this authority is clearly established in statute.
- 23. Discussion and possible action regarding Interlocal cooperation agreement between Cleveland County Sheriff's Office and Cedar Country Fire Department.The purpose of this Agreement is to formally document and authorize the provision of emergency communications services by the Cleveland County Sheriff’s Office Communications Center to the Cedar Country Fire Department, in order to ensure continuity of emergency response services and compliance with applicable laws and regulations.
- 24. Discussion and possible action regarding Interlocal Cooperation agreement between Cleveland County Sheriff's Office and Slaughterville Fire Department. The purpose of this Agreement is to formally document and authorize the provision of emergency communications services by the Cleveland County Sheriff’s Office Communications Center to the Slaughterville Fire Department, in order to ensure continuity of emergency response services and compliance with applicable laws and regulations.
