11. B. A RESOLUTION AMENDING RESOLUTION NO. 25-151 TO INCREASE FUNDING FOR THE DOWNTOWN PEDESTRIAN PHASE 2 PROJECT (PID 120285); AND DECLARING AN EMERGENCY.
