AND SULLIVAN COUNTY CONFLICT LEGAL AID, INC; AND AUTHORIZE THE ADMINISTRATOR TO APPROVE PAYMENTS ASSOCIATED WITH PROGRAMS UNDER THE THIRD FAMILY DEFENSE (CHILD WELFARE) QUALITY IMPROVEMENT AND CASELOAD REDUCTION GRANT
