- 6 Council President Cathlin Gleason called the meeting to order and provided general house-keeping rules, including encouraging citizens to share the meeting on social media and what to do “in case of emergency”. Council President Gleason explained the 3-minute-plus-1 public comment rule. He then asked Councilperson _________ to lead the council in the Pledge of Allegiance. Council President then proceeded to the Public Speakers session of the evening (listed below as public comment).

Public Works: An ordinance amending Ordinance No. 5, adopted by the City Council on May 10, 2023 authorizing the Mayor to enter into an Agreement with the New York State Department of Environmental Conservation ("NYSDEC") and accept an MS-4 Mapping Grant in the amount of $75,000 for developing GIS Mapping of the City's Sewer System.
