- 3 AN EMERGENCY ORDINANCE Authorizing the Director of Port Control to enter into one or more requirement contracts without competitive bidding with Runway Safe, Inc. for proprietary services of labor, training, and materials needed to inspect, maintain and repair the Engineered Materials Arresting Systems, for the Department of Port Control, for a period of four years.
