Resolution adopting a moratorium on the naming or renaming of city owned streets, facilities and assets, excluding matters pertaining to naming newly opened streets, or pertaining to new subdivisions or construction requiring assignment of street names and pertaining to sponsorship agreements until such time as a policy can be adopted but in no event shall the moratorium exceed one year
