Order to adopt a Resolution authorizing the execution and delivery of a Promissory Note (City of Pearl, Mississippi Childre Road Urban Renewal Refunding Project) in the principal amount of not to exceed twenty-three million dollars ($23,000,000.00) to secure a loan from the Mississippi Development Bank to said city for the purpose of currently refunding and redeeming all of the outstanding $10,000,000 (original principal amount) City of Pearl, Mississippi Taxable Urban Renewal Revenue Refunding Bond, Series 2013 (Childre Road Urban Renewal Refunding Project) plus all accrued and unpaid interest thereon; approving the form of an indenture of trust and the form of and the execution and delivery of a loan agreement, a tax intercept agreement, and a private placement agreement in connection with the issuance of such promissory note and the issuance by the Mississippi Development Bank of its not to exceed $23,000,000.00 Taxable Special Obligation Bonds (City of Pearl, Mississippi (Childre Road Urban Renewal Refunding Project), Series 2026 for the purpose of funding such loan to the city; authorizing the negotiated sale and private placement of said Mississippi Development Bank Bonds; approving the forms of authorizing the execution of certain other documents in connection with said loan and said Mississippi Development Bank Bonds; and for related purposes.
- 7. Order to adopt a Resolution finding the items identified on the attached list, submitted by Auto Maintenance, which is incorporated herein by reference, as surplus, and to approve the disposal and/or sale of each item as required by law.
- 8. Order to approve and authorize the conducting of the annual Easter Egg Hunt event on April 4, 2026, and authorizing the purchase of Easter Eggs and other prizes to be distributed during said event and finding that such expenditures advertise and bring favorable notice to the opportunities and resources of the City of Pearl, Mississippi.
- 9. Order to approve and authorize the participation by the Police and Fire Department in "National Night Out" to be held on October 6, 2026.
- 10. Order to approve and authorize the police officers identified on the proposed part-time work schedule for March 2026, which is attached hereto and made a part hereof, the use of the official Pearl Police Department uniform and official Pearl Police Department duty weapon and finding that the proposed employment is not likely to bring disrepute to the City of Pearl, or the Pearl Police Department, the officers at issue, or law enforcement generally, and that the use of the official uniform and weapon in the discharge of the officer’s private security endeavor promotes the public interest of the City of Pearl.
- 11. Order to approve and authorize the purchase of 1 John Deere ProGator 2020A Utility Truckster with a John Deere HD200 Sprayer from Beard Equipment Company (Deere & Company) in the total amount of $53,798.12. (State Contract # 8200079114)
- 12. Order to approve and authorize payment to Thornton Construction in the amount of $117,403.81 for the Southeast Sanitary Sewer Phase II project for pay application #9.
- 13. Order to approve and authorize payment to Pickering Firm in the amount of $14,100 for the Citywide Sewer Rehabilitation project.
- 14. Order to approve and authorize payment to Pickering Firm in the amount of $10,655 for the Southeast Sanitary Sewer Phase II project.
- 15. Order to approve and authorize the Independent Contractor Professional Services Agreement between the City of Pearl and Turf & Aquatic Specialties, LLC for consultation and landscaping services for the City's roadways and medians.
- 16. Order to set public hearing for March 17, 2026, to determine whether or not a Conditional Use permit should be granted to Jasamine Fenderson to continue operating an existing hair salon located at 100 N. Bierdeman Road, Ste B.
- 17. Order to set public hearing on April 7, 2026 at 6:00 p.m., to determine whether or not that certain parcel of real property owned by Pearl Development, LLC. and located at 436 Riverwind Drive, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health and safety of the community, and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as Amended.
- 18. Order to set public hearing on April 7, 2026 at 6:00 p.m., to determine whether or not that certain parcel of real property owned by The Sethi Group, LLC. and located at 2303 Highway 80 E, Pearl, Rankin County, Mississippi 39208, is in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health and safety of the community, and therefore prohibited, pursuant to Chapter 24 of the Code of Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as Amended.
