- 2 Sponsor: Director of General Services Department Authorizing the Manager of Procurement Services to enter into Amendment No. 1 for On-Call indefinite delivery indefinite quantity (IDIQ) contract EV3165-03 Engineering and Architectural On-Call Services with International Architects Atelier for an amount not to exceed $595,000.00; and authorizing the Manager of Procurement Services to exercise the City’s one (1) one-year renewal option prior to December 31, 2024, for the one-year term January 1, 2025 until December 31, 2025.

- 4 Sponsor: Councilperson Melissa Robinson COMMITTEE SUBSTITUTE Calling an election on April 8, 2025, for the purpose of renewing a one-quarter cent capital improvement - public safety sales tax for 20 years; setting forth the ballot language to be used; directing the City Clerk to provide notice of election; amending Chapter 68, Article VII, Code of Ordinances by enacting a new Section 68-447.5 contingent upon voter approval; directing the City Clerk to provide notice to the Director of Revenue if the sales tax question is passed by the voters; declaring the intent of the City Council to maintain the currently imposed capital improvement - public safety sales tax through its current expiration of June 30, 2026; and recognizing this ordinance as having an accelerated effective date.
- 5 Sponsor: Councilmember Melissa Robinson SECOND COMMITTEE SUBSTITUTE Authorizing the Director of Public Works to include additional parking services in the City’s parking system; estimating revenue in the amount of $450,000.00 in Fund No. 2320; appropriating $450,000.00 from the unappropriated fund balance of the Public Safety Sales Tax Fund as a transfer to the Parking Fund; estimating revenue in the amount of $450,000.00 in Fund No. 2160; appropriating $450,000.00 from the unappropriated fund balance of the Parking Fund; and directing the City Manager to engage community stakeholders and return to Council for consent and approval prior to the implementation of any further paid parking measures, and recognizing this ordinance as having an accelerated effective date.
