Commissioner McGuire was absent. Commissioner Xiong was absent during roll call and approval of the agenda and minutes. She arrived at 9:14 a.m. and was present for the rest of the board meeting. Also present were Ling Becker, County Manager, and Jada Lewis, Civil Division Director, Ramsey County Attorney's Office.
