E. 10:06 A.M. –- PUBLIC HEARING - RE: Proposed Ordinance to amend Chapter 6 of the 1984 Detroit City Code, Animal Control, Regulation and Care, (1) by reorganizing the Chapter into a more logical structure by moving Article II, Licensing and Control of Dogs, to Article V; by moving Article III, Animal Control Shelter, to Article IV; by moving IV, Proper Treatment and Transportation of Animals, to Article II, by moving Article V, Pet Shops, to a new Article VII; by reserving Article VI; and by creating a new Article III, Dangerous Animals, and moving former sections 6-1-8 through 6-1-10 to it; (2) by amending the right of entry provisions set forth in Section 6-1-2(e) to more clearly define the conditions under which animal control officer or law enforcement officer may enter property to seize an animal, in order to conform the provisions and procedures to law; (3) to update terms and definitions; (4) to more clearly articulate focus on animal care by renaming the Animal Control Division as the Animal Care and Control Division and by updating language regarding standards of animal care, including animal tethering; and (5) to update language, delete duplicative or obsolete language, and make other technical revisions.
