- 8 Community members attending in-person who wish to speak during Community Forum, or a Public Hearing, should sign up using the form at the entrance to the Mayor and Council Chamber. In-person speakers will be called upon in the order they are signed to speak before virtual speakers.
- 9 Viewing Mayor and Council Meetings
- 10 The Mayor and Council are conducting hybrid meetings. The virtual meetings can be viewed on Rockville 11, Comcast, and Verizon cable channel 11, and livestreamed at www.rockvillemd.gov/rockville11, and available a day after each meeting at www.rockvillemd.gov/videoondemand.

- 12 If you wish to submit comments in writing for Community Forum or Public Hearings: • Please email the comments to mayorandcouncil@rockvillemd.gov by no later than 10:00 am on the date of the meeting. • All written comments will be acknowledged by the Mayor and Council at the meeting and added to the agenda for public viewing on the website. If you wish to participate virtually in Community Forum or Public Hearings during the live Mayor and Council meeting: 1. Send your Name, Phone number, the Community Forum and Expected Method of Joining the Meeting (computer or phone) to mayorandcouncil@rockvillemd.gov no later than noon on the day of the meeting. 2. Send your Name, Phone number, the Public Hearing Topic and Expected Method of Joining the Meeting (computer or phone) to mayorandcouncil@rockvillemd.gov no later than 10:00 am on the day of the meeting. 3. On the day of the meeting, you will receive a confirmation email with further details, and two Webex invitations: 1) Optional Webex Orientation Question and Answer Session and 2) Mayor & Council Meeting Invitation. 4. Plan to join the meeting no later than 6:40 pm (approximately 20 minutes before the actual meeting start time). 5. Adopt a Resolution amending Resolution No. 15-21, which established the Youth Commission, to replace references to Montgomery College with references to middle school, lower the age of Youth Commission members to include members who are in grades 7th through 12th, change the terms to be one-year terms with options for renewal, increase minimum meetings from seven to eight, and change references in the mission of the Youth Commission from young adults and college to youth and middle school.

Award and authorize the City Manager to execute a contract with Colossal Contractors, Inc., of Burtonsville, Maryland, for bus stop maintenance services responsive to IFB #31-24 through June 30, 2025, with an option to extend for four (4) additional one-year periods in the aggregate amount not to exceed $991,400 over a 5-year period.

Discussion, Instructions and possible introduction and possible adoption of an Ordinance to amend Chapter 16 of the Rockville City Code entitled Public Ethics, in conformance with State law, by adding a definition of “quasi-governmental entity” and “name of a business or legal entity;” by prohibiting a former City official or employee from disclosing confidential information; by prohibiting City officials and employees from accepting gifts from entities that represent the interests of counties and municipalities; by modifying the financial disclosure requirements; and by including an anti-retaliation provision for individuals who report or participate in the investigation of a potential violation of local ethics laws.
