- 6 Note: In-Person Speakers will be called upon to speak before those who have signed up to speak virtually for Community Forum and Public Hearings.

- 8 Community members attending in-person who wish to speak during Community Forum, or a Public Hearing, should sign up using the form at the entrance to the Mayor and Council Chamber. In-person speakers will be called upon in the order they are signed to speak and before virtual speakers.
- 9 Viewing Mayor and Council Meetings
- 10 The Mayor and Council are conducting hybrid meetings. The virtual meetings can be viewed on Rockville 11, Comcast, Verizon cable channel 11, livestreamed at www.rockvillemd.gov/rockville11, and available a day after each meeting at www.rockvillemd.gov/videoondemand.
- 11 Participating in Community Forum & Public Hearings:
- 12 If you wish to submit comments in writing for Community Forum or Public Hearings: • Please email the comments to mayorandcouncil@rockvillemd.gov no later than 10:00 am on the date of the meeting. If you wish to participate virtually in Community Forum or Public Hearings during the live Mayor and Council meeting: 1. Send your Name, Phone number, For Community Forum and Expected Method of Joining the Meeting (computer or phone) to mayorandcouncil@rockvillemd.gov no later than 10:00 am on the day of the meeting. Each speaker will receive 3 minutes. 2. Send your Name, Phone number, the Public Hearing Topic and Expected Method of Joining the Meeting (computer or phone) to mayorandcouncil@rockvillemd.gov no later than 10:00 am on the day of the meeting. 3. On the day of the meeting, you will receive a confirmation email with further details, and two Webex invitations: 1) Optional Webex Orientation Question and Answer Session and 2) Mayor & Council Meeting Invitation. 4. Plan to join the meeting no later than approximately 20 minutes before the actual meeting start time. 5. Award a Contract in the Form of a Purchase Order to Mid Atlantic Waste Systems d/b/a THC Enterprises, Inc. of Easton, MD, for the Purchase of Three Rear Loader Refuse Collection Trucks in the Amount of $989,207.07 Consistent with the Terms and Conditions of the Cooperative Purchase Sourcewell Contract #110223-THC.
- B. Authorization for the City Manager to Approve Two Easements and One License and Maintenance Agreement Associated with Public Improvements and Storm Drain at Lot 6, Block D, Rockville Estates
- C. Authorization for the City Manager to Release and Extinguish an Easement for 10-foot-Wide Path for Pedestrian Use Established Between Lots 9 and 10 on Hardwicke Place by Plat No. 9302
- D. Authorization for the City Manager to Execute Site Host Agreement (Lease) with Francis Energy, LLC to Install Electric Vehicle Charging Stations on City Property.
- E. Authorization for the City Manager to Sign License Agreements for the Construction of a Sidewalk along Virginia Avenue between Woodland Road and England Terrace.
- F. Award and authorize the City Manager to execute a Construction Contract responsive to IFB #02-25, for construction of the F. Scott Fitzgerald Theatre ADA Improvements capital improvements program (“CIP) project, to Bob Andrews Construction, Inc., of Abingdon, Maryland, which includes the base bid renovations as well as ground floor egress renovations, public corridor renovations, box office casework, and flooring in various locations in an amount not-to-exceed $1,398,980, to be completed by August 1, 2025.
- G. Authorization for the City Manager to Execute the Moderately Priced Dwelling Unit Homeownership Program Agreement and Approval of and Authorization for the City Manager to Execute the Declaration of Restrictive Covenants for the Flats at Northside Phase 2 between the Mayor and Council of Rockville and Pulte Home Company, LLC., Subject to Approval as to Legal Form by the City Attorney.
