Public Hearing - Amend the Charter so as to modify the procedure for adopting ordinances by increasing the number of Councilmembers needed to request a public hearing on an ordinance when it is introduced and increasing the number of Councilmembers needed to affirmatively vote to waive the layover and agenda requirements to adopt an ordinance.
