Briefing - Tax Increment Financings (TIFS), Payment in Lieu of Taxes (Pilots), and Tax Credit Working Group For the purpose of calling on pertinent agency representatives, including, Baltimore Development Corporation, Planning, Department of Finance (Budget and Treasury Management), Department of Housing and Community Development, and the City Administrator's Office to come before the committee to brief the City Council about the status, effectiveness, and performance of prior and existing Tax Increment Financing, Payment in Lieu of Taxes, and to provide and update on the Mayor's Tax Credit Working Group. This should include, financial data showing the surplus, deficit, and/or cost to the city, data showing the economic impact to the city, and any future predicted obligations.
