  10. 10 Updating the Standing Committees Section of the City Code For the purpose of expanding the oversight authority of the Environmental Matters Committee to include certain environmentally-related provisions of Title 17 (Buildings and Construction) and Title 21 (Planning and Zoning); requiring that proposed amendments to those provisions be referred to the Environmental Matters Committee; clarifying the matters to be considered by the Rules and City Government Committee; updating the scope of the Economic Matters Committee to reflect current technology and workforce matters; establishing a procedure for automatic and discretionary committee referrals; and generally reformatting and updating the Standing Committees section of the City Code.   11. 11 Art in Public Places - Amending Definitions, Duties, and Membership For the purpose of updating the definitions applicable to the Art in Public Places program; revising the duties and responsibilities of the Art in Public Places Commission; reducing the size of the Commission and revising the requirements for Commission membership, appointment, and terms; updating the allowable uses of the art fund and the procedures for distribution of art fund monies; establishing criteria and procedures for the selection of art in public places; updating the standards for the display and performance of works of art in publicly accessible spaces; and generally relating to the Art in Public Places Commission.   12. 12 Forest Conservation - Program Amendments to Conform with State Law For the purpose of amending Chapter 21.71 (Forest Conservation) of the Code of the City of Annapolis to add and update definitions; to add afforestation requirements, exemptions for linear projects and solar photovoltaic facilities, and public notice and comment procedures for the clearing of priority retention areas; to expand reforestation mitigation options; to update forest conservation fund contribution requirements; to amend forest mitigation bank credit provisions to authorize the use of qualified conservation; and generally dealing with Chapter 21.71 of the City Code.
