A motion was made by Councillor Linehan, seconded by Councillor Winslow to recuse Councillor Linehan from any discussion and/or vote on the Consent Agenda, which includes Paper 19-25. Motion passed by a 10-0 roll call vote. Councillor Linehan vacated the Chamber at 8:05 PM.
