Resolve. That the City of Malden create a local program to fully remove all lead water service lines, and meet such other criteria as may be necessary to qualify for a zero interest loan from the MWRA Lead Service Line Replacement Program in an amount sufficient to meet the unfunded costs associated with removal of all known lead lines within the time allotted by the DEP consent order with the City.
