- 1 A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall on Wednesday, May 15, 2024 at 12:02 P.M. President Louijeune in the Chair. All Councilors Present. Pastor “Keke” Dieufort Fleurissaint, True Alliance Center, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag. President Louijeune moved to adopt the minutes from the May 8, 2024 meeting. Motion Prevailed.

- 6 REPORTS OF PUBLIC OFFICERS AND OTHERS:
- 7 Notice was received from the Mayor of her absence from the City on Thursday May 9, 2024 at 11:15 a.m., returning Saturday May 11, 2024 at 12:00 p.m.
- 8 Notice was received from the City Clerk in accordance with Chapter 6 of the Ordinances of 1979 re: action taken by the Mayor on papers acted upon by the City Council at its meeting of May 1, 2024.
- 9 The Constable Bond of Rouseline Torres having been duly approved by the Collector-Treasurer was received and approved under the usual terms and conditions.
- 10 MATTERS RECENTLY HEARD-FOR POSSIBLE ACTION:
- 11 On the message and order, an Order to reduce the FY24 appropriation for the Reserve for Collective Bargaining by Seven Million Seven Hundred Fifty-Four Thousand Six Hundred Forty-Nine Dollars ($7,754,649.00) to provide funding for the Boston Police Department for the FY24 increases contained within the collective bargaining agreements between the City of Boston and the Boston Police Superior Officers Federation, the committee submitted a report recommending that the order ought to pass. The report was accepted; the order was passed; yeas 13.
- 11 Councilor Worrell, on behalf of the Committee on Ways and Means, submitted the following:
- 12 On the message and order, a supplemental appropriation Order for the Boston Police Department for the FY24 in the amount of Seven Million Seven Hundred Fifty-Four Thousand Six Hundred Forty-Nine Dollars ($7,754,649.00) to cover the FY24 cost contained within the collective bargaining agreements between the City of Boston and the Boston Superior Officers Federation. The terms of the contract are July 1, 2020 through June 30, 2025. The major provisions of the contract include base wage increases of 2%, 1.5%, 2%, 1%, and 2.5% to be given in July of each fiscal year of the contract term, as well as the addition of the Transitional Career Award Program in July 2023. The contract also contains reforms relating to discipline, officer return to duty, paid detail system, and union release, the committee submitted a report recommending that the order ought to pass. The report was accepted; the order was passed; yeas 13.
- 13 Dockets #0670-0672, Orders for the FY25 Operating Budget, including annual appropriations for departmental operations, for the School Department, and for other post employment benefits (OPEB). Remain in the Committee on Ways and Means. Dockets #0673-0675, Orders for Capital Grant Fund credited appropriations. Remain in the Committee on Ways and Means. Dockets #0676-0678, Orders for the Capital Budget, including loan orders and lease purchase agreements. Remain in the Committee on Ways and Means.

- 15 Councilor Coletta Zapata called Docket #0839, Petition for a Special Law: An Act Directing the City of Boston Police Department to Waive the Maximum Age Requirement for Police Officers for Elsie Barbosa, from the Committee on Government Operations. No objection being heard, the matter was before the body. On motion of Councilor Coletta Zapata , the petition was passed.
- 16 Order for a hearing to discuss the creation of a small business vandalism relief fund.
- 17 Order for a hearing to discuss enforcement of short-term rental violations in Boston.
- 18 Resolution recognizing May as Haitian Heritage Month and May 18th as Haitian Flag Day. Councilor Worrell in the Chair. On motion of Councilor Louijeune, the rules were suspended; the resolution was adopted.
- 19 Councilor Weber called Docket #0843, Resolution calling on the Massachusetts Legislature to pass the Act Establishing Protections and Accountability for TNC and DNC Workers, from the Committee on Labor, Workforce, and Economic Development. Remains the Committee on Labor, Workforce & Economic Development.
- 20 Resolution recognizing Malcolm X's Birthday, May 19th, as a Boston municipal holiday and honoring Malcolm X's legacy by establishing and including Malcolm X in Boston's Black Heritage Trail. On motion of Councilor Fernandes Anderson, the rules were suspended; the resolution was adopted.

- 22 Councilor Louijeune for Councilor Durkan offered the following: Order for the appointment of temporary employee Shyam Gopaladesikin in City Council, effective June 1, 2024.
- 23 Councilor Louijeune for Councilor Murphy offered the following: Order for the appointment of temporary employee Alexander Pappas in City Council, effective June 24, 2024.
- 24 Councilor Louijeune for Councilor Mejia offered the following: Order for the appointment of temporary employee Yohenny Arias Rosa in City Council, effective May 25, 2024.
