- 1 A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall on Wednesday, June 12, 2024 at 12:08 P.M. President Louijeune in the Chair. All Councilors Present. Pastor Joshua De La Rosa, Boston Police Department, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag. President Louijeune moved to adopt the minutes from the June 5, 2024 meeting. Motion Prevailed.

- 3 APPROVAL OF THE MINUTES
- 4 COMMUNICATIONS FROM HER HONOR, THE MAYOR:
- 5 Message and order authorizing the City of Boston to accept and expend the amount of Sixty-Five Thousand Dollars ($65,000.00) in the form of a grant for the Racial Equity Fund, awarded by the Boston Charitable Trust to be administered by the Office of Equity. The grant will fund the City’s efforts, in partnership with the Federal Reserve Bank of Boston, to update the 2015 Color of Wealth in Boston report and create a data-driven action agenda to address the racial equity wealth gap in the City of Boston.
- 6 Message disapproving the Annual Appropriation and Tax Order for FY2025, (Docket #0670), passed by the City Council on June 05, 2024. I am filing an amended Annual Appropriation and Tax Order.

- 9 Notice was received from the Mayor of the appointment of Brian Swett as a Member to the Board of Directors of the Massachusetts Water Resources Authority.
- 10 Notice was received from the Mayor of the appointment of Carlton Jones as Director of the Public Facilities Department, effective June 1, 2024.
- 11 Notice was received from the Mayor of the appointment of Julie Kim as a Member of the Boston Public Library Board of Trustees for a term expiring May 1, 2029.
- 12 The Constable Bonds of Sabrina Jackson, Zachary Marble, Anthony DeMarco, and Linda Castagna having been duly approved by the Collector-Treasurer were received and approved under the usual terms and conditions.
- 13 MATTERS RECENTLY HEARD-FOR POSSIBLE ACTION:
- 14 On the message and order, referred on February 28, 2024, Docket #0377, authorizing the City of Boston to accept and expend the amount of One Million Six Hundred Four Thousand Fourteen Dollars and Twenty Cents ($1,604,014.20) in the form of a grant, for the FY24 Hazmat Grant, awarded by the Massachusetts Department of Fire Services to be administered by the Fire Department. The grant will fund the needs of the hazardous materials response teams, as specified in line item 8324-0000 and 8324-0050 of the FY24 General Appropriation Act, the committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
- 14 Councilor Santana, on behalf of the Committee on Public Safety and Criminal Justice, submitted the following:
- 15 On the message and order, referred on February 28, 2024, Docket #0378, authorizing the City of Boston to accept and expend the amount of One Million One Hundred Twenty-Five Thousand Dollars. ($1,125,000.00) in the form of a grant, for the FY24 State Training Grant, awarded by Massachusetts Department of Fire Services to be administered by the Fire Department. The grant will fund the purchase of equipment and supplies, and to fund training initiatives for the Boston Fire Training Academy to ensure the department remains current in the firefighting services, the committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
- 16 On the message and order, referred on June 5, 2024, Docket #0910, authorizing the City of Boston to accept and expend the amount of Sixteen Thousand Eight Hundred Twenty-Five Dollars ($16,825.00) in the form of a grant, for the FY2020-2021 Port Security Grant, awarded by the Federal Emergency Management Agency to be administered by the Fire Department. The grant will fund and support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies, the committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.

- 18 On the Home Rule Petition, referred on June 12, 2024, Docket #0995, Petition For A Special Law Re: An Act Regarding The Disability Pension For Richard Lopez, the committee submitted a report recommending that the petition ought to pass. The report was accepted; the petition was passed.
- 19 Home Rule Petition for a Special Act Re: Ranked Choice Voting in Boston. Councilor Worrell in the Chair. On motion of Councilors Louijeune and Mejia, Rule 12 was invoked to include Councilor Santana as an original co-sponsor. Referred to the Committee on Government Operations.
- 20 Order for a hearing on city offices without enabling legislation in the municipal code.
- 21 Order for a hearing regarding Boston LGBTQ+ youth community spaces and their public health benefits.

On motion of Councilors Fernandes Anderson, Worrell, and Louijeune, the rules were suspended; the resolution was adopted; yeas 13.
