An Ordinance Terminating the Direction of Certain Sales Tax Revenues of the Village of Lombard, DuPage County, Illinois, to an Escrow Agent in Connection with the Village’s General Obligation Bonds (Alternate Revenue Source), Series 2018 Ordinance terminating the Village's Direction given on September 20, 2018 to the Department of Revenue of the State of Illinois due to the fact the bonds were paid on January 1, 2024 and the bonds are no longer outstanding.

- F. Text Amendments to Section 36.30 to 36.74 of Village Code: The Economic & Community Development Committee submits its recommendation to approve Text Amendments to Chapter 36 relative to the Tax Increment Financing Grant Programs. With the expiration of the Lombard Downtown Tax Increment Financing (TIF) District, several code changes are being introduced striking all references to the Downtown TIF District, removing all grant requirements, and referencing the adopted Program Policies adopted by the Village Board. (DISTRICTS - ALL)
- G. PC 23-25: Calvary Church Resubdivision - 105 and 115 W Maple Street The Plan Commission submits its recommendation to approve the following action on the subject property located within the R2PD Single-Family Residence District Planned Development (Calvary Church Planned Development): 1. Pursuant to Section 155.504 (A) (major changes in a planned development) of the Lombard Zoning Ordinance, amend the Calvary Church Planned Development, as established by Ordinance No. 7627, to approve the following: a. A major change to the planned development to change the use of the property at 115 W. Maple Street from a single-family residential structure owned and used by Calvary Church to a single-family residence owned by a separate entity and maintained as a single-family residence; and b. A deviation from Sections 155.510 and 155.407(H) of the Lombard Zoning Ordinance to allow the Calvary Church Planned Development to maintain 37% of the planned development as open space, and to allow the property at 105 W. Maple to maintain 33% of the property as open space, where a minimum of 50% open space is required; and 2. Approve a minor plat of subdivision. (DISTRICT #1)

- H. 2024 Victim Services Contract - Association for Individual Development (A.I.D.) A Resolution approving and authorizing the signature of the Village Manager on a one-year Social Services Contract with Association for Individual Development (AID) in the amount of $25,000.
- I. Water Wheeling Agreement between the Village of Lombard and Illinois American Water Company Resolution approving an agreement between the Village, Illinois American Water Company and the DuPage Water Commission for the purposes of wheeling water to Illinois American Water Company to serve two hundred sixty four (264) customers in Lombard.
- J. 22nd Street Junction Chamber, Final Balancing Change Order No. 3 Reflecting a decrease to the contract with John Neri Construction Company, in the amount of ($9,310.00). This is the Final Balance Change Order which represents a decrease of 3.3% in the overall contract amount. (DISTRICT #3)

- K. Detention Pond Maintenance and Improvements Program, Native Plantings Management Services Approving a contract with Bedrock Earthscapes, LLC of Wheaton, in the amount of $23,540.00 for the maintenance of the natural vegetation at various locations within the Village of Lombard. - L. Thomas Engineering Services Professional Services Agreement Staff requests that the Village Board approve a professional services agreement with Thomas Engineering Group to continue to perform engineering inspection activities on behalf of the Village Community Development Department for the 2024 calendar year.
- M. Waive Bids - Approve Purchase of Fire Department Clothing and Uniforms Request for a waiver of bids and approval of the purchase of clothing and uniforms from The Locker Shop/UAS in an amount not to exceed $62,550.00
- N. Waive Bids - Approve Purchase of Fire Department Turnout Gear, Boots and Helmets Request for a waiver of bids and approval of the purchase of turnout gear, boots and helmets from Air One Equipment and Municipal Emergency Services in an amount not to exceed $68,200.00
