Amending Title XI, Chapter 112 Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages An ordinance amending the Village Code to revise the number of available liquor licenses in the Class "A/B-II" and "A/B-III" liquor license categories, to reflect the change of Buca Restaurants 2 Inc, d/b/a Buca Di Beppo, located at 90 Yorktown Shopping Center, from a Class "A/B-III" to a Class "A/B-II". Staff requests a waiver of first reading. (DISTRICT #3)
- F. Purchase of One (1) Forestry Brush Chipper and an Ordinance Declaring 2017 Bandit Brush Chipper as Surplus, and Authorizing the Sale Thereof Request for a waiver of bids and award of a contract to Morbark LLC of Winn, Michigan, in the amount of $85,500.66. The Brush Chipper is available for purchase through Sourcewell (Contract #031721-MBI), of which the Village is a member. Approval of an Ordinance declaring Unit FO940, a 2017 Bandit 18XP Brush Chipper, as surplus and authorizing the sale and/or disposal. Staff requests a waiver of first reading.

Purchase of One (1) Falcon Asphalt Recycler & Hot Box Trailer and an Ordinance Declaring 2012 Falcon Asphalt Recycler and Hot Box Trailer as Surplus, and Authorizing the Sale Thereof Request for a waiver of bids and award of a contract to Midwest Paving Equipment of Glen Ellyn, IL., in the amount of $38,292.00 for the purchase of a Falcon Recycler & hot box trailer. The trailer is available for purchase through the Illinois State CMS Contract #23-416CSM-BOSS4-B-33802. Approval of an Ordinance declaring Unit ST911, a 2012 Falcon Asphalt Recycler and Hot Box Trailer, as surplus and authorizing the sale and/or disposal. Staff requests a waiver of first reading.

- H. Suburban Tree Consortium A Resolution expressing intent to continue participation in the Suburban Tree Consortium for the purchase of parkway trees. (DISTRICTS - ALL)
- I. Manhole Inspection & Rehabilitation Program, Recurring Maintenance Program Approving a contract with Gewalt Hamilton Associates, Inc., in an amount not to exceed $61,729.00. Four proposals were received and evaluated by staff. Gewalt Hamilton Associates was deemed the most qualified firm. The purpose of this program is to visually inspect, record and catalog the condition of manholes. (DISTRICTS - ALL)
- J. A Resolution Authorizing the Northern Illinois Municipal Electric Cooperative (NIMEC) to Serve as the Broker for the Village in Regard to Obtaining Bids from Electricity Providers and Authorizing the Village Manager or Director of Finance to Approve a Contract with the Lowest Cost Electricity Provider Resolution approving an Agreement with Northern Illinois Municipal Electric Cooperative (NIMEC) to seek electricity bids for street lightning and authorizing the Village Manager or Director of Finance to execute a contract with the energy supplier.

Resolution Authorizing Signature of the Village President on a Fireworks Display Agreement (Lombard Park District) Resolution approving an Agreement between the Village of Lombard and the Lombard Park District to allow for the provision of a fireworks display at Madison Meadow Park on July 4, 2024.
- L. A Resolution Authorizing the Signature of the Village President on a Fireworks Production Agreement (Mad Bomber Fireworks Productions) Resolution approving an Agreement with Mad Bomber Fireworks Productions to provide a fireworks display at Madison Meadow Park on July 4, 2024 at a cost of $47,500.

- M. HVAC Software Upgrade and Integrations Request for a waiver of bids and award of a contract to Integrated Building Automations, in the amount of $83,960.00. Staff sought proposals from qualified vendors and found the sole source purchase of and installation of new HVAC BAS Software and components from Integrated Building Automations.
- N. Salt Conveyor Rehabilitation Project Request for a waiver of bids and award of a contract to Kimco USA, Inc., in the amount not to exceed $80,000.00 for the rehabilitation of the salt conveyor system. This is the subcontractor that originally installed the conveyor system. The rubber conveyor belt and the multiple roller bearings that are essential to operation of the system have reached the end of their useful life and are failing.
- O. Horizontal Directional Drill Request for a waiver of bids and award of a contract to Vermeer Midwest of Aurora, IL, in the amount of $158,891.49. This purchase will be made through the Sourcewell Cooperative Purchasing Advantages. It was determined that the Vermeer Horizontal Directional Drill is the far superior manufacturer of this type of equipment and is the industry standard.
- P. Yorktown Temporary Event - Funbox Community Development staff submits an applicant request for a Temporary Special Event permit for an inflatable bounce park in the parking lot of Yorktown Center. The attraction will be on site from August 9, 2024 through November 3, 2024, with several days on either end for set-up and tear-down. The applicant also seeks a deviation from the required Special Event fee schedule to set the $75.00 charge on a weekly basis in lieu of a daily basis. (DISTRICT #3)
- P-2. CivicPlus Annual Hosting and Supplement Services Fees Request to approve the change to an annual recurring supplementation services fee option agreement and funding to CivicPlus, LLC, in 2024 not to exceed $35,000.00; due to aggregated costs above threshold as a result of changes in the Supplementation Services fee structure for 2024, and the existing Annual Hosting and Support fees.
- Q. General Release and Settlement of all Claims - Jeffrey Mattison v. Village of Lombard Approval of a proposed general release and settlement agreement in the matter of Mattison v. Village of Lombard.

- A. 211 West St. Charles Road - Downtown Lombard Sprinkler Park (3/4ths of Corporate Authorities (6 of 7) required to approve) An Ordinance authorizing a Fourth Amendment to an Intergovernmental Agreement between the Village of Lombard and the Lombard Park District in regard to the development, operation and maintenance of a sprinkler park at 211 West St. Charles Road, and authorizing the leasing of Village-owned property. The amendment extends the agreement period until December 31, 2029. (DISTRICT #1)
