- I. Amending Title XI, Chapter 112, Section 112.18(B) of the Lombard Village Code (Alcoholic Beverages) Ordinance amending Title XI, Chapter 112, Section 112.18(B) of the Lombard Village Code relative to the service and consumption of alcoholic liquor in connection with a temporary event at The Westin Chicago Lombard, located at 70 Yorktown Center, on June 15, 2026. This action is to ratify the issuance of a Class J liquor license for the temporary special event by the Liquor Commissioner. (DISTRICT #3)

- L. Village Equipment to be Declared Surplus Ordinance approving the request of departments to sell and/or dispose of surplus equipment as more specifically detailed in Exhibit "A" attached to the ordinance, as these items have extended beyond their useful life or are obsolete as follows: Police Department: one (1) Springfield Arms Saint Rifle AR; one (1) Springfield Arms Saint Rifle Upper; three (3) Colt AR15A3 rifles (items to be traded in with the rifle replacement program); Public Works: Knoll desk furniture.

Purchase of Two (2) Kia Sportage and an Ordinance Declaring Certain Municipal Vehicles as Surplus and Authorizing the Sale and/or Disposal Thereof Request for a waiver of bids and award of a contract to Napleton Kia of Elmhurst, Illinois in the amount of $60,754.00 for two (2) 2026 Kia Sportage vehicles. Price quotes were requested from three (3) local Kia dealerships with Napleton Kia providing the lowest price to replace the two vehicles. Approval of an Ordinance declaring Units P1189, a 2016 Subaru Forester, P1162, a 2023 Ford Escape and PP794 a 2020 Ford Explorer, as surplus and authorizing their sale and/or disposal.

- U. Sanitary Closed-Circuit Television (CCTV) Inspection and Cleaning, Change Order No. 1 Reflecting an increase to the contract with SewerTech, LLC in the amount of $46,282.17. This increase includes storm sewer televising within the East St. Charles Road Utility Improvements (TIF 2) project area and adjustments to the original contract quantities to reflect actual field conditions encountered to date. Intergovernmental Agreement with York Township Regarding the Pavement Preservation of Morris Avenue, Luther Avenue, Fairfield Avenue, Church Street and South Grace Street Approval of an Intergovernmental Agreement with York Township regarding the pavement preservation of Morris Avenue, Luther Avenue, Fairfield Avenue, Church Street and South Grace Street. The IGA provides for York Township to perform pavement preservation treatments of incorporated sections of the roadways in conjunction with the treatments being scheduled for the unincorporated sections of the roadways. - W. Emergency Response Water and Sewer Repairs, John Neri Construction Company, Change Order No. 1 Reflecting an increase to the contract with John Neri Construction Company in the amount of $50,000.00. This change order is for additional water and sewer repairs to the water distribution and sewer collection systems identified through the sewer televising contract and recent heavy rain events. - X. Agreement for Axon Records Management System and AI-Assisted Report Writing. Request for a waiver of bids and approval of a ten-year agreement with Axon Enterprise, Inc. for a cloud-based police records management system, Axon Draft One AI-assisted report writing, unlimited auto-transcription, data conversion and migration, integrations, implementation, training, and related professional services beginning July 1, 2027 with a total amount of $1,846,676.40 for the 120-month program.
- Y. Yorktown Ring Road MUTCD Compliance Project, Final Balancing Change Order No. 1 Reflecting an increase to the contract with Precision Pavement Markings, Inc. in the amount of $20,247.23. This Change Order is intended to adjust the contract quantities. (DISTRICT #3)

- BB. SCADA Software/Hardware Support and License Renewal Request for a waiver of bids and award of a contract to Concentric Integration in an amount not to exceed $45,000.00 for the license renewal and various SCADA software and hardware repairs.
- CC. Water Distribution Leak Detection Survey Request for a waiver of bids and award of a contract to M.E. Simpson Company, Inc. in an amount not to exceed $54,575.00. M.E. Simpson Company, Inc. is a highly respected service provider and has performed multiple leak detection survey projects for the Village. This is the second year of three possible one-year extension of contract.
- DD. Street Light Pole Purchase Request for a waiver of bids and award of a contract to Ameron Pole Products of Dallas, Texas, in the amount of $51,348.00 for the purchase of seventeen (17) street light poles to replace existing poles on West Parkside between Elizabeth Street and Grace Street. This purchase will be reimbursed from the awarded Rebuild Illinois Capital Grant. Quotes were requested from two approved light pole vendors, with Ameron Pole Products providing the lowest price available. (DISTRICT #1)
- EE. Multi Sensor Inspection Large Diameter Combined Sewer Request for a waiver of bids and award of a contract to RedZone Robotics of Warrendale, Pennsylvania in the amount of $56,709.00. The Village solicited proposals from three (3) firms, with RedZone Robotics being the lowest proposal received. This work will be performed on the large diameter combined sewer from Westmore Woods to Lombard Common Park. The information collected will allow staff to effectively evaluate the sewer's structural condition. (DISTRICT #5)
