As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard.   61. 59 Councilman Clement expressed his desire to see a union labor leader added as a member of the Comprehensive Advisory Plan Committee. In response to Councilman Clement's questions, Ms. Swisher discussed the coordination of roadway resurfacing with the Public Works Department after water main projects and Mr. Ruddy discussed residential street resurfacing. Councilman Clement requested signage be removed in the parkways at Ingalls and Route 30. In response to Councilman Clement's question, Mr. Ruddy discussed talks of an area for ADA drop off and valet services for the Rialto due to construction on Chicago Street. At the request of Mayor D'Arcy, Mr. Ruddy brief explained Austin Tyler continuing construction work on the city square throughout the winter.
