1. A Approve a Proclamation of the Board of County Commissioners of Nassau County, Florida, proclaiming May 2026 as Celiac Disease Awareness Month.
2. B Approve and authorize the Chair to sign Work Authorization CM3815-WA30 with Jax Utilities Management, Inc., for Storm Drain Installation, Repair, and Replacement services on Neptune Court in the amount of $200,467.19.
3. C Approve and authorize the Chair to sign Work Authorization CM3815-WA31 with Jax Utilities Management, Inc., for Storm Drain Installation, Repair, and Replacement services for Woodbridge Parkway in the amount of $152,928.02.
4. D Approve and authorize the Chair to sign Work Authorization #01 for CM4090 with Jax Utilities Management Inc., for roadside ditch cleaning and rehab in the amount of $720,000.00
5. E Approve County staff to proceed to closing pursuant to the Real Property Purchase and Sale Agreement with Robert Lee Mack, Jr. and Rochelle R. Mack, Contract No. CM4003, as amended, for the purchase of a parcel and residential building at 462988 State Road 200 and near the property for the future Animal Resources Campus, for the purchase price of $300,000, and authorize County Manager to sign any closing documents
6. F Consider the following: 1) Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Amelia Island Dance Series and How the Big Band Stole Christmas; and 2) Approve and authorize the Chair to sign Contract No. CM4130, a Sponsorship Agreement with the Crescendo Amelia Big Band LLC to host the Amelia Island Dance Series and How the Big Band Stole Christmas, in the amount of $7,500.00.
7. G Consider the following: 1) Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Endless Summer Watermelon Ride and 2) Approve and authorize the Chair to sign Contract No. CM4131, a Sponsorship Agreement with the North Florida Bicycle Club, Inc. to host the Endless Summer Watermelon Ride, in the amount of $6,700.00.
8. H Consider the following: 1) Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Amelia Island Open; 2) and approve and authorize the Chair to sign Contract No. CM4133, a Sponsorship Agreement with the Amelia Island Pétanque Club, Inc. to host the Amelia Island Open, in the amount of $15,000.00.
9. I Approve and authorize the Chair to execute CM4144, with the Ameilia Island Convention & Visitors Bureau, for the use of Tourist Development Tax Revenues for Dickens on Centre Holiday Event Service in the amount of $500,000.00.

11. K Clerk of Courts Business: Accept into the record by the Board the various warrants/wires and disbursements pursuant to Florida Statute Chapter 136.06(1).
12. L Approve and authorize the Chair to sign Work Authorization #07 to Contract No. CM3359, with Hubbard Construction Company, for the 2026 Pavement Management Plan, in an amount not to exceed $4,806,521.93.
13. M Approve and authorize the Chair to Award NC25-0014-RFQ to Kimley-Horn and Associates, Inc. and to Execute Contract No. CM4134 with Kimley-Horn and Associates, Inc. for the Professional Design Services for the CR 108 Phase 1 Extension in the amount of $1,664,910.05
14. N Authorize the Chair to sign the Purchase and Sale Agreement, Contract No. CM4136, with Raydient LLC for the purchase of approximately 223 acres on Mentoria Road for conservation purposes, for the purchase price of $3,875,000 [$17,316.68 per acre].
15. O Approve the RISE Small Business Fee Credit Program.
16. P Discussion and input on draft Temporary Moratorium Ordinance. Set the public hearing on the Ordinance, as may be amended by discussion, for May 11, 2026, First Reading and public hearing, and June 8, 2026, Second Reading, public hearing, and adoption.
17. Q Consider a Resolution extending the State of Emergency in Nassau County, Florida related to open burning and brush fires.
18. R Set a Special Meeting of the Board of County Commissioners on May 4, 2026 at 10:00 am for the Board to consider extending the Local State of Emergency for a burn ban in Nassau County
19. S Consider CRD26-004, a request for development within a Nassau County scenic/canopy road right-of-way. The applicant proposes to install 568 feet of underground cable and one (1) in-ground vault on Amelia Island Parkway. IQ Fiber, Applicant. Seven Springs Communications, Agent. District 2.
