1. A Approve and authorize Finance Package 2026-4 and associated Resolutions
2. B Consider the following: 1) Approve and authorize the Chairman to sign the First Amendment to Contract No. CM3836 with Silver Ships, Inc. for the purchase of parts related to the 48' Coastal Fast Response Boat, in the amount of $79,056.50; and 2) Approve and authorize the County Coordinator, as defined under the County’s Grant Manual Policy, to sign all further documentation in relation to this grant.
3. C Approve and authorize the Chair to sign Contract No. CM4068 with Ten-8 Fire & Safety, LLC. for one Braun Chief XL Rescue in an amount not to exceed $380,750.00.
4. D Approve and authorize the Chair to sign Contract No. CM4069 with Ten-8 Fire & Safety, LLC. for one Braun Chief XL Rescue in an amount not to exceed $362,950.00.
5. E Approve and authorize the Chair to sign Contract No. CM4071 with Ten-8 Fire & Safety, LLC. for one Braun Chief XL Rescue in an amount not to exceed $384,900.00.
6. F Approve and authorize the Chair to sign Contract No. CM4072 with Matheny Motor Truck Company, Incorporated, D/B/A Matheny Fire & Emergency for one Road Rescue Ambulance in an amount not to exceed $347,659.00.

9. I Approve and authorize the Chair to sign the Second Amendment to Mobility Donation and Credit Agreement with Liberty Cove Nassau, LLC, regarding the construction of Liberty Cove Parkway and Liberty Crossing
10. J Approve and authorize the Chair to sign Change Order #02 to WA #05 for Contract No. CM3359, with Hubbard Construction Company, for the 2025 Pavement Management Plan, in an amount of $170,109.45.
11. K Approve and authorize the Chair to execute Contract No. CM4048 with Johnson Controls Security Solutions, LLC, for the Historic Courthouse Technology Refresh in the amount of $184,489.96.
12. L Approve and authorize the Chair to execute Contract No. CM4051, the Piggyback Agreement with Ring Power Corporation for the purchase of one Caterpillar Motor Grader in the amount $401,827.00.
13. M Approve and authorize the Chair to sign Contract No. CM4060 with Buckeye Elm Contracting, LLC for the Removal of Lead Contaminated Soil at the Former Nassau County Jail/Detention Center Abandoned Shooting Range in the amount of $390,809.00
14. N Authorize and Approve the Chair to Award NC25-0017-RFQ to Kimley-Horn and Associates, Inc. and to Execute Contract No. CM4075 with Kimley-Horn and Associates, Inc. for the Professional Design Services for CR 107 From SR 200 to Parliament Drive in the Amount of $1,500,000.00.
15. O Approve and authorize the Chair to sign the Solid Waste Haulers Permit Application for Double D’s Dumpsters, LLC
16. P Set Joint Meeting with the Board of County Commissioners and Nassau County School Board for January 27, 2026 at 6:00 PM to be held at the James S. Page Governmental Complex.
17. Q Approve and authorize the Chair to sign a letter authorizing First Coast Crime Stoppers, Inc., to act as an agent and apply to the Attorney General for grant funds for Nassau County.
18. R Consider Use of County Roads for the Patricia V. Williams Chapter of the Concerned Citizens of Nassau County for the MLK Celebration Parade in Callahan, FL., on January 19, 2026, and authorize the Chair to sign a letter granting approval.
19. S Acknowledge the County’s acquisition of, and acceptance of maintenance for, approximately 43 acres of property on Piney Island under the CLAM Program, effective November 25, 2025, pursuant to Contract No. CM4039 with Piney Island Partnership
20. T Acknowledge the County’s purchase and acceptance of a Conservation Easement over approximately 600 acres on the St. Marys River under the CLAM Program, effective November 25, 2025, pursuant to Contract No. CM3929 with St. Mary’s Farm, LLC
21. U Clerk of Courts Business: Accept into the record by the Board the various warrants/wires and disbursements pursuant to Florida Statute 136.06(1).
22. V Approve draft minutes from meetings held on November 19, 2025, and December 1, 8, and 17, 2025.
23. W Approve CPA25-015 - Comprehensive Plan Amendment to amend the 2030 Nassau County Comprehensive Plan to adopt revisions pursuant to Evaluation and Appraisal Review analysis and authorize the Chair to execute Ordinance 2025-038.

X Consider and Approve Ordinance 2025-052 for CPA25-021 – comprehensive plan amendment for the reclassification of 3,052.65 acres of real property located on the north side of SR200 between I-95 and Griffin Road, from Agriculture (AGR) to Transect 1 (T-1), Transect 2.5 (T-2.5), Transect 3 (T-3), Transect 3.5 (T-3.5), Transect 4 (T-4), Transect 4.5 (T-4.5), Transect 5 (T-5), and Transect 7.5 (T-7.5). 26. Z Consider the appeal of application, V2025-004, challenging a decision of the Planning and Zoning denial of variance, as stated above. The Board of County Commissioners, after hearing, may reverse, affirm, or modify the order denying the conditional use permit to the applicant.
