  1. A Approve and authorize the Chairman to execute Change Order 01 to Contract No. CM3335-WA02 with WSB LLC for Construction Engineering Inspection Services for the Henry Smith Road Improvements Project in the amount of $118,074.00.
  2. B Approve and authorize the Chairman to sign the Grant of Easement from property owner Quinn Howington described in the Official Records Book 2511, Page 161 and approve the Road Department to maintain the drainage easement.
  3. C Approve and authorize the Chairman to sign the Grant of Easement from property owner Mauldin-Cottrell, Inc described in the Official Records Book 475, Page 680 and approve the Road Department to maintain the drainage easement.
  4. D Consider the following: 1) Receive and file the Annual Financial Reports submitted by the Nassau County Constitutional Officers, 2) Approve and authorize the use of $29,579 of residual equity from the Supervisor of Elections for the replacement of the generator at the office building, 3) Approve and authorize the use of $11,700 of residual equity from the Supervisor of Elections for completion of the candidate app.
  5. E Consider the following request by Hagerty for the 2026 Amelia Island Concours d‘Elegance: 1) Use of Peters Point Beachfront Parking area and Scott Road Beachfront Parking area as requested with conditions recommended by staff and payment of rental fees per Ordinance 2024-024; 2) Approval of Temporary Closing of State Road Permit for A1A/S Fletcher Avenue.
  6. F Consider the following: 1) Approve and authorize the Chairman to sign the resolution authorizing a parking restriction for on-street parking on Willow Oak Lane, specifically from Barnwell Road to Twin Oaks Lane; 2) Authorize staff to post "NO PARKING" signs on Willow Oak Lane.
  7. G Approve and authorize the Chairman to sign a Resolution Electing To Not Exempt Property Under Section 196.1978(3)(d)l.a., Florida Statutes, Commonly Known As The "Live Local Act Property Tax Exemption"
  8. H Sheriff’s Business: Consider the following: 1) Approve and authorize the Chairman to sign Contract No. CM4057, the U.S. Department of Justice 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) for the C-JG073 Drug Eradication & Special Response Team in the amount of $46,796 and associated Budget Resolution; and 2) Approve and authorize the County Coordinator, as defined under the County’s Grant Manual Policy, to sign all further documentation in relation to this grant.
  9. I Approve and authorize the Chairman to sign Contract No. CM4046 with BrightView Landscape Services, Inc. for Mowing and Landscaping Services for the Nassau County Judicial Complex in an amount not to exceed $168,372.00.

  12. L Consider the following: 1) Approve and authorize the Chairman to sign Contract No. CM4053, the Nassau County Thomas Creek Restoration Project Grant Agreement with the State of Florida, Department of Environmental Protection, in the amount of $350,000, and associated Budget Resolution; and 2) Approve and authorize the County Coordinator, as defined under the County’s Grant Manual Policy, to sign all further documentation in relation to this grant.
  13. M Approve and authorize the Chairman to sign Contract Number CM4058 the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed PDP 4 Garden District Phase 5 (Wildlight Parcel 22-7), between the Nassau County Board of County Commissioners, the Nassau County School District, and Wildlight, LLC.
  14. N Approve and authorize the Chairman to sign Contract No. CM4047 with MAER Homes, LLC dba MAER Construction for the construction of the Amelia Island Parkway and Buccaneer Trail Roundabout in the amount of $1,824,936.18
  15. O Approve draft minutes from meetings held on January 23, 2024; March 13, 2025; March 14, 2025; May 12, 2025 Executive Closed Session; November 10, 2025 workshop and regular session; and November 19, 2025.
  16. P Approve and authorize the Chairman to execute Contract No. CM4036 between Nassau County and Asphalt Paving Systems for Alternative Paving Method Services for the initial Contract term in the amount not to exceed $2,000,000.00.
  17. Q Approve and authorize the Chairman to sign Contract No. CM4025, the Mobility Donation and Credit Agreement with Taylor Morrison of Florida, Inc. for the construction of signalization improvements at Pages Dairy Road and Felmor Road at an estimated cost of $1,148,052
  18. R Approve and authorize the Chairman to sign the Annual Plan of Service, FY2026
  19. S Approve and authorize the Chairman to sign the Temporary Closing of State Road Permit for the 2025 Yulee Christmas Parade on Saturday, December 20, 2025.
  20. T Approve a Resolution authorizing Florida Resiliency and Energy District (FRED) to enter into a binding Interlocal Agreement with Nassau County for C-PACE financing and authorizing the County Manager to execute the Interlocal Agreement.
  21. U Approve and authorize the Chairman to sign Contract No. CM3974, the Real Property Purchase and Sale Agreement with Coalition for the Homeless of Nassau County, Inc., for the purchase of a vacant parcel at 86067 Pages Dairy Road adjacent to the Yulee Sports Complex, for the purchase price of $80,000.
  22. V Approve and authorize the Chairman to sign Contract No. CM4002, the Real Property Purchase and Sale Agreement with Michael L. Broussard P.A., for the purchase of a vacant parcel at 462974 State Road 200 for the future Animal Resources Campus, in the amount of $270,000.
  23. W Approve and authorize the Chairman to sign Contract No. CM4003, the Real Property Purchase and Sale Agreement with Robert Lee Mack, Jr. and Rochelle R. Mack, for the purchase of a parcel and residential building at 462988 State Road 200 for the future Animal Resources Campus, in the amount of $300,000.
