1. A Approve a Proclamation recognizing the week of October 5-11, 2025 as National 4-H Week.
2. B Approve a Proclamation of the Board of County Commissioners declaring October 2025 as Domestic Violence Awareness Month in Nassau County, Florida.
3. C Approve a Resolution authorizing the Chairman to sign an Interlocal Agreement with the City of Fernandina Beach for the reimbursement of costs associated with the FEMA CRS program.
4. D Approve and Authorize the Chairman to sign the third Amendment to Contract No. CM2933, Agreement 20NA1, with the Florida Department of Environmental Protection for a Contract Term extension to December 31, 2026, and an increase in compensation in the amount of $72,068.00.
5. E Approve and authorize the Chairman to sign Amendment No. 4 to the Continuation of Standard Grant Agreement Contract No. CM3517-A4, with the Florida Department of Environmental Protection for the Florida Resilient Grant Planning Grant - Nassau County Vulnerability Assessment Update Including Callahan Project.
6. F Approve and authorize the Chairman to sign Work Authorization No. 22 to Contract No. CM3621 with S2L, Inc. for the operation, monitoring, maintenance, and reporting of the Landfill Gas Collection and Control Systems at the West Nassau Landfill, in the amount of $174,338.00.
7. G Approve and authorize the Chairman to sign Contract No. CM3752-A1, First Amendment to the Lease Agreement with the Jacksonville Transportation Authority, consenting to the one-year renewal of JTA’s lease of 102 North 13th Street, Fernandina Beach, for use in providing Community Transit Coordinator services to residents of Nassau County.
8. H Approve and authorize the Chair to sign Work Authorization No. 19 to Contract No. CM3815 for Jax Utilities Management, Inc in the amount of $211,297.46.
9. I Approve and authorize the Chairman to sign Contract No. CM3966 with Ring Power Corporation for the purchase of a Caterpillar 308 Hydraulic Excavator in an amount not to exceed $153,402.00.
10. J Approve and authorize the Chairman to sign the State Aid to Libraries Grant Agreement for 2025-2026 and corresponding Certification of Hours.
11. K Approve and authorize the Chairman to sign Strategic Plan 2025-30, with effective date October 1, 2025.
12. L Approve and Authorize the Chairman to sign Resolution and Contract CM3324-A4 the fourth amendment to the Contract with Cellet Travel Services, LTD for Professional International Marketing Services in the amount of Two Hundred Fifty Thousand and 00/100 ($250,000.00).
13. M Consider the following: 1) Consider the Town of Hilliard’s Municipal Grant Funding Request for the purchase and installation of a Restroom Building at the Town of Hilliard's North Oxford Park, in the amount of $50,000 for FY 24/25 and $50,000 for FY 25/26. 2) Authorize and direct the County Manager to complete and execute a substantially similar agreement as attached and complete all necessary documents as needed.
14. N Acknowledge the Northeast Florida Fair’s public benefit to Nassau County, approve the ongoing support for the Northeast Florida Fair, and direct the County Manager to continue to provide the support of the Public Works Department at a level generally similar to prior years.
15. O Approve a Resolution Pursuant To Section 196.1978(3)(0), Florida Statutes, Electing To Not Exempt Property Under Section 196.1978(3)(d)l.a., Florida Statutes, Commonly Known As The "Live Local Act Property Tax Exemption.
16. P Approve the updated Amelia Island Tourist Development Council Funding Policy, for requests for sponsorships from Tourist Development Taxes.
17. Q Approve and authorize the Chairman to sign the FY 2025-2026 Insurance Renewal Certification.
18. R Approve and authorize Human Resources to renew the Medical, Dental, Vision and Life/LTD plans, as well as add a Group Short Term Disability plan through The Standard and move to a Group AFLAC policy.
