  1. A Approve a Proclamation of the Board of County Commissioners of Nassau County, Florida, recognizing Keith Ellis on his retirement from Nassau County Building Department.
  2. B Approve and authorize the Chairman to sign the First Amendment to Contract No. CM3420 with Nationwide Financial Services, Inc. to update the Adoption Agreement due to new legislation.
  3. C Approve and authorize the final payment of retainage to Sawcross, Inc., for Contract No. CM3003 NAU Booster Pump Station Replacement in the amount of $182,936.51.
  4. D Consider the following: 1) Approve a Resolution authorizing the use of TDT dollars for tourism marketing services with Starmark International, Inc.; 2) Approve and authorize the Chairman to sign Contract No. CM3244-A4 with Starmark International, Inc. for marketing services in the amount of $5,081,280.00.
  5. E Consider the following: 1) Approve a Resolution authorizing the use of TDT dollars for tourism marketing with Hayworth Creative, Inc.; 2) Approve and authorize the Chairman to sign Contract CM3272-A4 with Hayworth Creative, Inc. for tourism marketing services in the amount of $170,000.00.

F Consider the following: 1) Approve a Resolution authorizing the use of TDT dollars for golf tourism marketing services with Florida’s First Coast of Golf, Inc.; 2) Approve and authorize the Chairman to sign Contract No. CM3292-A3 with Florida’s First Coast of Golf, Inc. for golf tourism marketing services in the amount of $102,000.

G Approve and authorize the Chairman to sign a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Amelia Island Opera 2025-2026 season and approve and authorize the Chairman to sign Contract No. CM3956, a Sponsorship Agreement with the Amelia Island Opera, Inc. to host the Amelia Island Opera 2025-2026 season, in the amount of $15,000.00.
  8. H Approve a Resolution updating the Purchasing Policy Signature Authorities for the Board of County Commissioners.
  9. I For recording purposes only, consider the final plat for Wildlight PDP 4 Ph 1 filed by Wildlight, LLC, owners, and Tommy Jinks, agent for owner, to plat the access spine road to support the future development of parcels in Wildlight PDP 4.
  10. J Approve and authorize the Chairman to sign Contract CM3948 with Sunshine Utility Service for well maintenance and sampling in the amount of $105,588.00
  11. K Request the Board approve and authorize the Chairman to sign the Crandall Road Maintenance / Right of Way Control Map for the Florida Department of Transportation Project No. 4471751
  12. L Approve request from Hilliard Middle Senior High to hold a parade on September 19, 2025 from approximately 2:00 PM to 4:00 PM on County Road 108 between Oxford and Ohio Street.
  13. M Approve and authorize Economic Resources Manager to submit a Rural Infrastructure Fund application in the amount of $300,000 to prepare a PD&E Study for a new interchange on Interstate 95.
  14. N Clerk of Courts Business: Accept into the record by the Board the various warrants/wires and disbursements pursuant to Florida Statute 136.06(1).
  15. O Approve and authorize Finance Package 2025-28 and associated Resolutions.

P Consider and approve Ordinance No. 2025-030, an Ordinance of the Board of County Commissioners of Nassau County Commissioners of Nassau County, Florida, specifically dissolving the American Beach Water and Sewer District, providing for the process for the transfer of assets, property and indebtedness, dissolving the American Beach Water and Sewer District Advisory Board and amending Chapter 30 3/4 Utilities, Article I. In General, specifically repealing Section 30 3/4 -1 American Beach Water and Sewer District.
  17. Q Consider and Approve a Resolution Accepting the Public Interest Statement Pursuant to Section 125.3401, Florida Statutes, and Determining that the Sale of the Water, Wastewater and Reclaimed Water Assets Owned by the County Located on Amelia Island is in the Public Interest.
  18. R Approval of Ordinance 2025-018 revising Land Development Code Article 25, Planning Unit Development (PUD).
