2. B Presentation of Certificate to Ms. Noami Davis, Administrative Coordinator and Ms. Keesha Deetlefs, Administrative Specialist II, with Nassau County’s Public Works Department and Mr. Joshua Macbeth, Senior Planner, with Nassau County’s Strategic Advancement Department, recognizing them as Nassau County’s Employees of the Quarter.
3. C Recognize Employees for Years of Service.
4. D Cara Gluck, Administrator/Health Officer, Florida Department of Health-Nassau - Quarterly Update.
5. E Authorize Staff to solicit resumes for a vacancy on the Conservation Lands & Acquisition Management Committee.
6. F Approve and Authorize the Chairman to sign the First Amendment to Contract No. CM3637 with Presidio for an increase in the Contract amount totaling $30,000.
7. G Consider the following: 1) Approve a Resolution authorizing the use of Tourist Development Tax dollars for services with Ellen‘s Marketplace; 2) Approve and authorize the Chairman to sign Contract No. CM3267-A3 with Ellen's Marketplace for destination marketing related services in the amount of $40,000.00.
8. H Consider the following: 1) Approve a Resolution authorizing the use of TDT dollars for graphic design services with Deremer Studios, LLC; 2) Approve and authorize the Chairman to sign Contract No. CM3497-A2 with Deremer Studios, LLC for graphic design services in the amount of $42,900.
9. I Approve and authorize the Chairman to sign Work Authorization No. 08 for Contract No. CM3501 with Pond & Company Corporation for engineering design services of Capital Improvement Project #000180-Intersection Improvements for SR 200 near William Burgess Boulevard and Floco Avenue in the amount of $498,666.40.
10. J Approve and Authorize the Chairman to sign the Public School Concurrency Proportionate Share Mitigation Agreement for the proposed Mt. Zion Development, Contract No. CM3958, between the Nassau County Board of County Commissioners, the Nassau County School District, and Oglethorpe Development, LLC.
11. K Approve and authorize the Chairman to sign closing documents associated with the conveyance of approximately 0.67 acres to the County pursuant to the Mobility Donation and Credit Agreement with Liberty Cove Nassau, LLC.
12. L Approve and authorize the Chairman to sign the resolution establishing 25 MPH speed limit on Yanie Road in Yulee and authorizing staff to post the 25 MPH speed limit signs on Yanie Road.
13. M Approve and authorize Finance Package 2025-26
14. N Approve and authorize the Chief Innovation Officer to submit application for the 2025-2026 Florida Local Government Cybersecurity Grant Aide through the Florida Department of Management Services (DMS) in an estimated amount of $218,750.
15. O Consider the following: 1) Approve and authorize Staff to purchase against the Purchase Order from the State of Florida, Department of Juvenile Justice for the Nassau County SWEAT Program; 2) Authorize the Chairman to sign the associated Budget Resolution; 3) Approve and authorize the County Coordinator, as defined under the County’s Grant Manual Policy, to sign all further documentation in relation to this grant.
16. P Approve and authorize the Chairman to sign the State Revolving Fund Loan Agreement Amendments, Contract No. CM3147-A3 (FDEP Project No. DW450511), and Contract No. CM3148-A3 (FDEP Project No. WW450501) with the Florida Department of Environmental Protection for the American Beach Water and Sewer conversion project.
17. Q Staff recommends that the Board of County Commissioners adopt the resolution approving the addition of 85 parcels—identified in Appendix A—to the Conservation Lands Acquisition and Management (CLAM) Current Priority Projects list. This action is consistent with the recommendation of the CLAM Committee at its July 17, 2025 meeting and supports continued implementation of the CLAM Program.
18. R Approve and authorize the Chairman to sign a resolution approving the revised Nassau County Conservation Lands Acquisition and Management (CLAM) Manual and Conservation Plan, dated August 20, 2025, as the updated guiding document for program implementation.
19. S Approve and authorize the Chairman to sign the Grant of Easement from property owner Mason and Magnolia, LLC described in the Official Records Book 2684, Page 883 and approve the Road Department to maintain the drainage easement.
