  3. C Approve and authorize the Chairman to sign the revised Mutual Aid Agreement between Commanding Officer Naval Submarine Base Kings Bay and Nassau County, FL, USA for the Provision of Firefighting Assistance.
  4. D Approve and authorize the Chairman to sign Work Authorization No. 04 to Contract No. CM3481, with DRMP, Inc., for the construction, engineering and inspection services of Capital Improvement Project #0166-Intersection Improvements at US 301 and Crawford Road, in the amount of $202,140.
  5. E Approve and authorize and approve the Chairman to sign a Piggyback Agreement, Contract No. CM3923, with Kept Companies Inc., for Caulking, Coatings, Joint Sealant, and Pressure Washing Services, in an amount not to exceed $300,000.

  8. H Approve and authorize the Chairman to sign Work Authorization No. 05 to Contract No. CM3499 with Peters and Yaffee, Inc. for professional engineering services for the design phase of CIP000171 Pedestrian Improvements to Barnwell Road Phase 1, in the amount of $161,355.83.

I Approve and authorize the Chairman to sign a Resolution which authorizes the execution of Supplement Agreement Contract No. CM3349, to the state funded grant agreement with the Florida Department of Transportation, for the design, construction and construction engineering inspection services for intersection improvements to US 301 and Crawford Road (CIP166) for a time extension to December 31, 2026.

J Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Annual Amelia Island Cookout. and approve and authorize the Chairman to sign Contract No. CM3934, a Sponsorship Agreement with the Ritz-Carlton Amelia Island to host the Annual Amelia Island Cookout, in the amount of $65,000 with the option to renew for the 2026 Annual Amelia Island Cookout for the same amount.

K Approve a Resolution authorizing the use of Tourist Development Tax revenues to host and promote various Fernandina Beach Main Street District programs and projects beginning July 14, 2025 through January 31, 2026, and approve and authorize the Chairman to sign Contract No. CM3935, a Sponsorship Agreement with Fernandina Beach Main Street Foundation, Inc., to host and promote various Fernandina Beach Main Street District programs and projects beginning July 14, 2025 through January 31, 2026., in the amount of $250,000.
  12. L Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor Light Up Amelia, Inc. and approve and authorize the Chairman to sign Contract No. CM3936 with Light Up Amelia, Inc. for New Years Eve events for 2025, 2026 and 2027, in the amount of $5,000 per year.
  13. M Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Fernandina DOJO LLC and approve and authorize the Chairman to sign Contract No. CM3937, a Sponsorship Agreement with the Fernandina Dojo LLC for its Martial Arts Programs in June/July 2025, October 2025, and March 2026, in the amount of $15,000.
  14. N Approve a Resolution authorizing the use of Tourist Development Tax revenues to sponsor the Right Whale Festival and approve and authorize the Chairman to sign Contract No. CM3938, a Sponsorship Agreement with the Clearwater Marine Aquarium, Inc. to host and promote the Right Whale Festival, in the amount of $10,000.
  15. O Approve and authorize the Chairman to sign a Resolution relating to prohibiting through truck traffic on South 15th Street, providing for findings by the Board of County Commissioners; Providing for placement of both ”No Thru Trucks” and Local Deliveries Only” signs on South 15th Street from Park Avenue to Nectarine Street.
  16. P Consider a Resolution closing, vacating, and abandoning an unnamed, unimproved right-of-way north of Richard Drive, Fernandina Beach.
  17. Q Consider a recommendation for the Local Option Fuel Tax Distribution Percentages for the use distribution percentages based on the historical transportation expenditures for all Ordinances 2018-23, 2025-025, and 2025-026 as calculated per the Fuel Tax Audit.
  18. R Approve and Authorize Chairman to sign Resolution for the SAISS MSBU Beach Renourishment Capital Assessment Area
  19. S Approve and authorize Chairman to sign the Preliminary Rate Resolution for the South Amelia Island Shore Stabilization Municipal Service Benefit Unit Beach Renourishment Maintenance Assessment Area.
  20. T Approve and authorize the Chairman to execute a new Interlocal Agreement with the Town of Hilliard to utilize the Code Enforcement Special Magistrate services.
  21. U Set Workshop of the Board of County Commissioners for a presentation and discussion of the 2025-2026 Tentative Budget. Staff recommends July 28, 2025 at 2:30pm.

V Consider the following: 1) Approval of Ordinance 2025-022 revising Land Development Code (LDC) Article 15, Commercial Neighborhood (CN); LDC Article 16, Commercial General (CG); LDC Article 17, Commercial Intensive (CI); LDC Article 18, Commercial Highway and Tourist (CHT); LDC Article 20, Industrial Warehouse (IW); LDC Article 21, Industrial Heavy (IH); LDC Article 22, Open Rural (OR); and LDC Article 24, Recreation and Open Space (ROS); 2) Approval of Ordinance 2025-18 revising LDC Article 25, Planned Unit Development (PUD).

W Consider and approve FD24-003, the FDP for Phase 1B Unit 12 of the Tributary PUD; 222 residential units, which includes 50 affordable townhouse units, 22 market-rate townhouse units, and 150 single-family units, and associated infrastructure.
