  1. 1 The Historic Preservation Board will be holding its Regular Meeting on Thursday, February 13, 2025, commencing at 4:00 pm EST. Pursuant to Resolution No. 2021-118, the City of Coral Gables has returned to traditional in-person meetings. Accordingly, any individual wishing to provide sworn testimony shall be present physically in the Commission Chambers. However, the Historic Preservation Board has established the ability for the public to provide comments (non-sworn and without evidentiary value) virtually. Accordingly, only individuals who wish to provide public comment in this format, may appear and provide those comments via Zoom.   12. 1. Chairperson Maxwell made a change to the order of the agenda, allowing Case File COA (SP) 2025-006 to be heard first. No other changes were made.

CASE FILE LHD 2024-014, for the consideration of the local historic designation of the property at 410 Minorca Avenue, legally described as Lots 10 & 11, Block 4, Coral Gables Section “B” according to the Plat thereof, as recorded in Plat Book 5, at Page 111 of the Public Records of Miami-Dade County, Florida. 25-8630 approved Pass

CASE FILE COA (SP) 2025-004: An application for the issuance of a Special Certificate of Appropriateness for the property at 2420 Madrid Street, a Local Historic Landmark, legally described as the South 25 Feet of Lot 4 and Lot 5 Less the South 5 Feet, Block 8, Coral Gables Section “D” Revised Plat, according to the Plat thereof, as recorded in Plat Book 25, at Page 74 of the Public Records of Miami-Dade County, Florida. The application requests design approval for an addition and alterations to the residence and sitework. 25-8631 approved Pass

CASE FILE COA (SP) 2025-002: An application for the issuance of a Special Certificate of Appropriateness for the property at 2806 Granada Boulevard, a Local Historic Landmark, legally described as Lot 2, Block 19, Coral Gables Country Club Section Part One, according to the Plat thereof, as recorded in Plat Book 8, at Page 108 of the Public Records of Miami-Dade County, Florida.   24. 1. An update about the on-going projects at the Biltmore Hotel was provided by staff. Board Member Silva raised concern about the vegetation growing on the exterior of the building.

  26. 2. An update was provided regarding the City Hall Assessment and structural repairs. Scope of work is being finalized for R.J. Heisenbottle Architects to begin the assessment.
  27. 22 NOTE
  28. 24 Staff provided an update on the process for the historic property survey of the North Ponce Section. The City Commission has requested the survey is completed as soon as possible. The quotes range from $98,000.00 to $150,000.00+. Due to the amount, a bid waiver approved by the City Commission is required. The request will be placed on the following February 25, 2025 City Commission agenda.
  29. 2. Transfers of Development Rights (TDRs)
  30. 26 Staff is working with the Assistant Planning and Zoning Director, Jennifer Garcia, on a potential update to the City's Zoning Code for the expansion of TDR sending and receiving sites. If the Board has comments they would like to see included, they should reach out to staff. Any proposed changes would come before this Board prior to implementation.
