Stormwater Utility: (1) Authorize the City Manager to approve a Task Order with Mead and Hunt to provide engineering services related to a Stormwater 10-Year Working Plan utilizing Continuing Services Agreement RFQ-16-01-COC; and (2)(a) Authorize the City Manager to approve a Purchase Order and an agreement with Stantec Consulting Services Inc. (Formerly Known as Burton and Associates), to develop a 10 year financial plan for the Stormwater Utility, to ensure that the rates developed will provide sufficient revenues to cover all of the utility’s operations and maintenance and capital costs, while maintaining sufficient levels of reserve funds; (b) Approve a waiver to the competitive bid procurement process for Professional Services provided by Stantec Consulting Services, Inc. in accordance with Section 15.4 of the Financial Operation manual as being in the best interests of the City; (3) Approve a related Budget Resolution Amending the 2019 Fiscal Year Budget.
