2. A A motion to approve the Minutes for the July 21, 2026 Special and July 28, 2026 Regular City Council meetings.
3. B An ordinance amending Sections 1-8, 38-175, 38-176, and 38-177 of the Thornton City Code to align with State Law pursuant to a ruling by the Colorado Supreme Court. (First Reading)
4. C An ordinance authorizing the issuance and sale of Water Enterprise Revenue Bonds, Series 2026, payable solely out of the net revenues to be derived from the operation of the City’s Water Enterprise; and providing other details concerning the bonds, including, without limitation, covenants and agreements in connection therewith. (First Reading)
5. D A resolution accepting the City of Thornton Firefighters’ Old Hire Pension Plan Annual Report of the plan’s financial status.
6. E A resolution approving an Intergovernmental Agreement between Thornton and the Urban Drainage and Flood Control District d/b/a Mile High Flood District regarding Restoration of Drainage and Flood Control Improvements for Grange Hall Creek Tributary Northeast Downstream of 112th Avenue.
7. F A resolution approving an Intergovernmental Agreement between the City of Thornton and the Town of Severance for an emergency raw water connection between Thornton’s pipeline and Severance’s water system.
8. A A resolution repealing and reenacting Council Policy 4.2 on Council Policy Direction.

C An ordinance adopting the fourth amendment to the 2026 Budget amending section one of Ordinance 3751, making appropriations for the City of Thornton, Colorado for the fiscal year 2026 for all funds except that appropriations for certain individual projects shall not lapse at year-end but continue until the project is completed or canceled. (First Reading)

D An ordinance submitting to the registered electors of the City of Thornton, Colorado, proposed amendments to Section 4.5 of the Thornton City Charter regarding vacancies to require that any member of the Thornton City Council, including the Mayor, shall be deemed to have resigned and vacated the member’s office upon formally declaring candidacy for any elected office other than Thornton City Councilmember or Mayor. (First Reading)

E A resolution approving an Intergovernmental Agreement between the Adams County Clerk and Recorder and the City providing for the November 3, 2026 Thornton Special Municipal Election to be held as part of the coordinated mail ballot election to be conducted by the Adams County Clerk and Recorder.
