5. A A Motion approving the Minutes of the July 16, 2024 Special and July 23, 2024 Special and Regular City Council meetings.

B An ordinance adopting the fifth amendment to the 2024 Budget amending section one of Ordinance 3670, making appropriations for the City of Thornton, Colorado for the fiscal year 2024 for all funds except that appropriations for certain individual projects shall not lapse at year end but continue until the project is completed or canceled. (Second Reading)

C A resolution approving an agreement between the City of Thornton and various law enforcement organizations for the rental and use of the Thornton Police Training Center and authorizing the City Manager or their designee to execute individual Intergovernmental Agreements for the rental and use of the Thornton Police Training Center.
