C An ordinance amending Sections 2-81 through 2-83, 2-85, 2-86, 2-88, 10-34, 22-192 and 42-57 of the Thornton City Code pertaining to Boards, Commissions and Authorities to clarify that bylaws and rules of procedure and amendments thereto require City Council approval and to remove at-large memberships for the Thornton Active Adult Board and the Local Licensing Authority to foster equal ward representation.
