  9. 9 THIS IS THE TIME OF THE MEETING THAT MEMBERS OF THE PUBLIC MAY ADDRESS THE CITY COUNCIL REGARDING ANY ITEMS ON THE AGENDA OR NON-AGENDA ITEMS THAT ARE WITHIN THE SUBJECT MATTER JURISDICTION, EXCEPT PUBLIC HEARING ITEMS. MEMBERS OF THE PUBLIC WISHING TO ADDRESS PUBLIC HEARING ITEMS SHALL DO SO AT THE TIME OF THE PUBLIC HEARING. UNLESS OTHERWISE EXTENDED BY A MAJORITY VOTE OF THE CITY COUNCIL, COMMENTS SHALL BE LIMITED TO THREE (3) MINUTES PER SPEAKER. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Government code Section 54956.9(d)(2) Number of potential cases: 2 For the first of these two cases, the facts and circumstances that might result in litigation are not yet known to a potential plaintiff or plaintiffs, and therefore such facts and circumstances need not be disclosed. For the other case, the facts and circumstances authorizing this closed session are known to the potential plaintiffs, 6351 Westminster Blvd., LLC. Specifically, on October 15, 2025, 6351 Westminster Blvd., LLC submitted a preliminary application and development application for the property located at 6351 Westminster Blvd. On or about October 20, 2025, an attorney for the applicant verbally threatened the City Attorney with litigation against the City regarding his client's pending application. 26-1403
