- 4 This is the time for general public comment on issues within the jurisdiction of the Visalia City Council. Each speaker tonight may speak for up to 3 minutes during this general comment period on a matter that is not on this agenda. The public may also make one comment for up to 3 minutes prior to the consideration of the Consent Calendar, and immediately before any regular agenda item is heard. The Council asks that you keep you comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence.
- 5 REGULAR ITEMS
- 1. Authorization to Award Material Testing Lab Services Contract - Award and authorize the City Manager to execute a one-year contract with five (5) materials testing consulting firms consisting of Krazan & Associates, Moore Twining Associates, Kleinfelder Inc., NV5 Inc. and BSK Associates; and place these firms on an on-call list to provide material testing services in support of the City’s Capital Improvement Projects. Each contract will be eligible for annual renewal up to four (4) additional consecutive years. The annual contract for each consultant shall not exceed $300,000 without additional authorization from the City of Visalia.

- 1. Award Construction Material Testing Services - Authorize the City Manager to 1.) execute an agreement with Kleinfelder Inc. in the amount of $115,453 to provide construction materials acceptance testing services for the Riggin Avenue Widening Project from Mooney Blvd. to Conyer St. and 2.) execute an agreement with Moore Twining Inc. in the amount of $20,605 to provide construction materials independent assurance testing services for the Riggin Avenue Widening Project from Mooney Blvd. to Conyer St.
- 2. Award Construction Material Testing Services - Authorize the City Manager to execute an agreement with NV5, Inc. in the amount of $272,323.60 to provide construction materials acceptance testing services for the Shirk St. Capacity Enhancement Project.
- 3. Award Construction Material Testing Services - Authorize the City Manager to execute an agreement with Krazan & Associates, Inc. to provide Geotechnical Material Testing Services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane in the amount of $221,835.
