Each speaker tonight may speak for up to 3 minutes during this general comment period on a matter that is not on this agenda. The public may also make one comment for up to 3 minutes prior to the consideration of the Consent Calendar, and immediately before any regular agenda item is heard. - 17 CONSENT CALENDAR
- 18 Consent Calendar items are considered routine and will be enacted in one motion. This is the time for members of the public to provide public comment on an item on the Consent Calendar. Comments will not be taken individually by the public if an item is pulled by a Council Member. Each speaker is allowed up to 3 minutes, and a timer will notify you when your time is expired. - 1. Authorization to read ordinances by title only.
- 2. Membership Agreement - Authorize continued membership in the Tulare County Economic Development Corporation through December 2025 for Fiscal Year (FY) 2025/2026 in the amount of $30,000 while staff assesses current and alternative service options.
- 3. Purchase of Three (3) Diesel-Powered Solid Waste Trucks - Authorize the purchase of three (3) diesel-powered commercial front-load solid waste trucks from Haaker Equipment Company of Tulare through the Sourcewell Cooperative contract in the amount of $1,416,410.
- 4. Award a Contract for Welding, Fabrication, and Machine Work - Authorize the City Manager to award an annual contract for miscellaneous welding, fabrication, and machine work for City fleet vehicles to A & E Welding of Visalia in an amount not to exceed $55,000 annually, totaling $275,000 over the life of the contract, with an option to renew annually for up to (4) additional one-year terms.
- 5. Memorandum of Understanding with the County of Tulare - Authorize the City Manager to execute a Memorandum of Understanding with the County of Tulare for the Active Transportation Program funded Goshen-Visalia Corridor Connection Project, adopt Resolution 2025-71, and appropriate $1,100,000 from Fund (281) Transportation to be reimbursed by the County of Tulare for the design phase.
- 6. Design Amendment - Request for City Council to approve design amendments #2 & #3 in the amount of $267,520.19 and $1,303,444.00 respectively to 4Creeks for the Goshen-Visalia Corridor Project Phase 1 and the Goshen-Visalia Corridor Connection Project, appropriate $750,000 from the Measure R Trailways Fund and amend the Measure R Supplement Agreement.
- 7. Fiscal Year 2024-25 Cape Seal Notice of Completion - Authorize the City Manager to file a Notice of Completion for the Fiscal Year 2024-25 cape seal project.
- 8. Authorization to Accept the Office of Traffic STEP Grant - Authorize the Visalia Police Department to accept the Selective Traffic Enforcement Program Fiscal Year 2025-26 Grant in the amount of $190,000 awarded by the California Office of Traffic Safety, appropriate $40,000 from the General Fund and authorize the Chief of Police to execute the Grant Agreement.
- 9. Ordinance Adoption - Second reading and adoption of: 1. Ordinance No. 2025-10 approving Change of Zone No. 2024-03, a request to change the zoning designation on APN: 098-050-038 from Multi-family Residential (R-M-3) to Service Commercial (C-S) for a 9.42-acre parcel, and the change of zoning on APN(s): 098-050-013, 098-050-060, 098-050-061, and 098-050-062 from R-1-5 (Single-Family Residential 5,000 sq. ft. minimum site area) to Multi-family Residential (R-M-3) for parcels measuring a total of 11.89-acres (Ordinance No. 2025-10 required). 2. Ordinance No. 2025-11 approving Conditional Zoning Agreement No. 2024-04, a request by Derrel’s Mini Storage to establish conditions for a storage facility on APN: 098-050-038; and, for the Housing Authority of Tulare County to establish conditions for a multi-family development of at least 238 dwelling units on APN(s): 098-050-013, 098-050-060, 098-050-061, and 098-050-062 (Ordinance No. 2025-11 required).
- 10. Award Contract for Engineering Services Related to the Design of Digester 9 - Authorize the City Manager to award a contract to Carollo in the amount of $3,873,767 for professional services related to the design of Digester 9 at the Visalia Water Reclamation Facility.
- 11. Authorization of Amendment to Facility Use Agreement - Kaweah Little League Softball for Usage of Riverway Sports Park Softball Complex during Fall season.
- 12. Award a Contract for the Supply of Ferric Chloride - Authorize the City Manager to award a contract to Pur Water for the supply and delivery of ferric chloride to the Visalia Water Reclamation Facility for a one-year term, with four annual renewal options, with an annual not-to-exceed amount of $140,000 and a total contract limit of $700,000.

Extend Consultant Services Contract - Authorize the City Manager to extend the contract for building safety plan check and related services on an emergency basis to Interwest Consulting Group Inc for an amount not to exceed $600,000 for one year ending October 7, 2026 and appropriate an additional $450,000 from the Building Safety Enterprise Fund.
- 14. Fire Department Medical Supplies Contract - Authorize the City Manager to execute an emergency medical and pharmaceutical supplies contract with Henry Schein, Inc. for the purchase of emergency medical services (EMS) supplies, equipment, and pharmaceuticals.
