11. 2. Award professional services contract - Authorize the City Manager to award a professional services contract to Roadway Asset Services for the update of the City’s pavement management program in the amount of $499,929 and appropriate $190,000 from the Gas Tax Fund. 25-0587 approve

Award Local Road Safety Action Plan Contract - Authorize the City Manager to award the contract to Kimley-Horn and Associates to develop a Local Road Safety Action Plan in the amount of $268,912.36, and appropriate an additional $259,900 from the Transportation Fund to be reimbursed by the Tulare County Association of Governments. 25-0598 approve

Authorization to award a contract with ProForce - Request authorization to award a three (3) year purchase contract to ProForce Law Enforcement DBA ProForce Marketing, Inc., located in Prescott, Arizona for an amount not to exceed $158,000 for replacement ballistic vests and vests for new hires for the Visalia Police Department. 25-0608 approve

Approve a contract amendment with Mike Clark Trucking - Approve an amendment to the contract with Mike Clark Trucking to increase the annual not-to-exceed amount from $226,800 to $331,800 to haul biosolids from the Visalia Water Reclamation Facility and appropriate an additional $273,000 from the Wastewater Fund. 25-0631 approve

Approve a contract amendment with Holloway Environmental Solutions - Approve an amendment to the contract with Holloway Environmental Solutions to increase the not-to-exceed amount from $144,000 to $312,000 to provide disposal services for the 2024 biosolids stockpile generated at the Visalia Water Reclamation Facility. 25-0632 approve

Authorization to apply for the CHP Cannabis Tax Fund Grant - Authorize the Visalia Police Department to apply for the California Highway Patrol Cannabis Tax Fund Grant Program for up to $157,000 and submit the application by the February 23, 2026 deadline, if awarded, authorization to accept, and to appropriate the $157,000 from the General Fund. 25-0624 approve
17. 8. Contract for the transport of road materials- Authorize the City Manager to award an annual contract to Mike Clark Trucking Services for the transport of road materials. The contract shall not exceed $126,000 annually and is renewable each year for a potential total of (5) years. 25-0635 approve

Contract award for total compensation and comprehensive classification study - Authorize the City Manager to award the contract to conduct a total compensation and comprehensive classification study to Gallagher Benefit Services, Inc., in the amount of $391,600 and authorize the appropriation of $141,600 from the General Fund. 25-0637 approve
