Implementing prior City Council action, authorization to execute agreements between the City of Visalia and Family Services of Tulare County (FSTC) for a one-year term with a single one-year renewal option for a possible total of two years; 1) to provide rental assistance with the use of HOME Investment Partnership Funds (HOME) in the amount of $150,000, through the Tenant Based Rental Assistance Program (TBRA); and 2) to provide TBRA Case Management with the use of Successor Agency (SA) Housing funds of $50,000; and 3) approve the TBRA proposed program guidelines; and 4) Authorize the City Manager to approve minor changes to the policies and agreements if needed.
