Authorize the City Manager to execute the Operations and Maintenance Agreement with Tulare County for a portion of West Riggin Avenue (Avenue 312) between Clancy Street (Road 88) and Shirk Street (Road 92), to provide for design and improvement of this small “island” segment by the City of Visalia as part of the City’s maintenance and improvement of the remainder of Riggin Avenue (Resolution 2021-19 required).
