Sedona Avenue and south of the Modoc Ditch (APN:077-060-034, 19.11-acre General Plan Amendment and Annexation site), and 24.4-acres of an overall 72.49-acre site located on the south side where W. Riverway Avenue terminates west of N. Chinowth Street (APN:077-060-024, General Plan Amendment): A) Certification of Negative Declaration No. 2020-51 for General Plan Amendment 2020-06 and Annexation 2020-01; (Resolution No. 2021-01 required); and, B) Consideration of General Plan Amendment 2020-06, a request by San Joaquin Valley Homes to revise e Tier 1 and Tier 2 Urban Growth Development Tiers in order to move a 19.11 acre site from the Tier 2 Boundary to the Tier 1 Boundary; and, to move approximately 24.4 acres from the Tier 1 Boundary to the Tier 2 Boundary (Resolution 2021-02 required); and, C) Initiation of Proceedings for Annexation 2020-01 a request by San Joaquin Valley Homes to annex one parcel totaling 19.11 acres into the City limits of Visalia; and, D) Authorize the detachment from County Service Area No. 1 in accordance with State and County requirements; and E) Authorize the City Manager to sign and enter into a Pre-Annexation Agreement (Resolution 2021-03 required).
