Staff recommends that City Council authorize the City Manager to submit a letter to the Tulare County Transportation Authority (TCTA) to propose change(s) to the Measure R Expenditure Plan. Proposals will be included for future consideration as part of TCTA’s proposed Measure R Expenditure Plan Amendment Five scheduled to be adopted in July of 2020.
