Authorize the City Manager to execute a contract with the Downtown Visalia Property Owner's Association (DVPOA) to administer the Downtown Visalia Property and Business Improvement District (DTVPBID) as stated in the adopted Management District Plan (MDP) for an initial five year term, with one optional five year renewal for a total possible term of 10 years from January 1, 2020 through December 31, 2029.
